15	15	AN ACT relating to: creating a task force on missing and murdered African
16	16	American women and girls.
17	17	Analysis by the Legislative Reference Bureau
18	18	This bill creates a task force on missing and murdered African American
19	19	women and girls. The task force must be established by the attorney general and
20	20	must consist of members who are knowledgeable in crime victims rights or violence
21	21	protection and who work in a range of relevant positions as specified in the bill. The
22	22	task force must examine various factors that contribute to violence against African
23	23	American women and girls and submit to the appropriate standing committees of the
24	24	legislature by December 15, 2024, a report on actions that can be taken to eliminate
25	25	violence against African American women and girls.
26	26	For further information see the state fiscal estimate, which will be printed as
27	27	an appendix to this bill.
28	28	The people of the state of Wisconsin, represented in senate and assembly, do
29	29	enact as follows:
30	30	SECTION 1.0Nonstatutory provisions.
31	31	(1) TASK FORCE ON MISSING AND MURDERED AFRICAN AMERICAN WOMEN AND GIRLS.

38	38	(a) Definition. In this subsection, “nongovernmental organization” means a
39	39	nonprofit, nongovernmental organization that provides legal, social, or other
40	40	community services.
41	41	(b) Membership. Within 45 days of the effective date of this paragraph, the
42	42	attorney general shall establish a special committee under s. 15.04 (1) (c) called the
43	43	task force on missing and murdered African American women and girls. The task
44	44	force shall consist of the following members, who are knowledgeable in crime victims
45	45	rights or violence protection, and who shall be appointed by and serve at the pleasure
46	46	of the attorney general unless otherwise specified:
47	47	1. Two members of the senate, one appointed by the majority leader and one
48	48	appointed by the minority leader.
49	49	2. Two members of the assembly, one appointed by the speaker of the assembly
50	50	and one appointed by the minority leader.
51	51	3. Two representatives from among the following:
52	52	a. The Wisconsin Chiefs of Police Association.
53	53	b. The Badger State Sheriffs' Association.
54	54	c. The division of criminal investigation within the department of justice.
55	55	4. One or more representatives from among the following:
56	56	a. The Wisconsin District Attorneys Association.
57	57	b. A U.S. Attorney's office in this state.
58	58	c. A judge or attorney working in juvenile court.
59	59	5. A county coroner or representative from a statewide coroner's association or
60	60	a representative of the department of health services.
61	61	6. Three or more representatives from among the following:

90	90	a. A statewide or local organization that provides legal services to African
91	91	American women and girls.
92	92	b. A statewide or local organization that provides advocacy or counseling for
93	93	African American women and girls who have been victims of violence.
94	94	c. A statewide or local organization that provides nonlegal services to African
95	95	American women and girls.
96	96	d. The Wisconsin Coalition Against Sexual Assault.
97	97	e. End Domestic Abuse Wisconsin.
98	98	f. An African American woman who is a survivor of gender violence.
99	99	(c) Operation.
100	100	1. The task force shall elect a chair and vice-chair from among the members
101	101	of the task force and may elect other officers as necessary. The task force shall
102	102	convene within 30 days after it is established and shall meet at least quarterly
103	103	thereafter, or upon the call of its chair, and may hold meetings throughout the state.
104	104	The task force shall meet sufficiently to accomplish the duties identified in par. (d).
105	105	2. The department of justice shall provide administrative support services to
106	106	the task force. The task force may call upon any state agency or officer to assist the
107	107	task force, and those agencies or officers shall cooperate with the task force to the
108	108	fullest extent possible.
109	109	3. The department of administration shall reimburse members of the task force
110	110	for their actual and necessary expenses incurred in carrying out their functions from
111	111	the appropriation under s. 20.505 (1) (ka).
112	112	(d) Duties.
113	113	1. The task force shall examine all of the following topics:

140	140	a. The systemic causes behind violence that African American women and girls
141	141	experience, including patterns and underlying factors that explain why
142	142	disproportionately high levels of violence occur against African American women
143	143	and girls, including underlying historical, generational, social, economic,
144	144	institutional, and cultural factors that may contribute to the violence.
145	145	b. Appropriate methods for tracking and collecting data on violence against
146	146	African American women and girls, including data on missing and murdered African
147	147	American women and girls.
148	148	c. Policies and institutions such as policing, child welfare, coroner practices,
149	149	and other governmental practices that impact violence against African American
150	150	women and girls and the investigation and prosecution of crimes of gender violence
151	151	against African American people.
152	152	d. Measures necessary to address and reduce violence against African
153	153	American women and girls.
154	154	e. Measures to help victims, victims' families, and victims' communities
155	155	prevent and heal from violence that occurs against African American women and
156	156	girls.
157	157	2. The task force shall, by December 15, 2024, submit to the appropriate
158	158	standing committees of the legislature in the manner provided under s. 13.172 (3)
159	159	an annual report that includes all of the following:
160	160	a. Proposed institutional policies and practices that are effective in reducing
161	161	gender violence and increasing the safety of African American women and girls.
162	162	b. Recommendations to eliminate violence against African American women
163	163	and girls.

192	192	c. Recommendations to help victims and communities heal from gender
193	193	violence and violence against African American women and girls.
194	194	3. In accomplishing the tasks in subds. 1. and 2., the task force shall seek out
195	195	and enlist the cooperation and assistance of nongovernmental organizations,
196	196	community and advocacy organizations working with the African American
197	197	community, and academic researchers and experts, specifically those specializing in
198	198	violence against African American women and girls, representing diverse
199	199	communities disproportionately affected by violence against women and girls, or
200	200	focusing on issues related to gender violence and violence against African American
201	201	women and girls.
202	202	(e) Termination. The task force on missing and murdered African American
203	203	women and girls terminates on the earlier of the date on which the report under par.
204	204	(d) 2. is submitted or January 1, 2025.
