4	4		AN ACT to amend 93.59 (2) (a), 93.59 (2) (d), 93.59 (3), 281.68 (1t) (intro.), 281.68 (3) (a) 1. and 281.69 (3) (a);
5	5		and to create 281.68 (1) (ar), 281.69 (1b) (br), 281.70 (1) (am) and 281.70 (4) (a) 4. of the statutes; relating to: eligi-
6	6		bility for producer−led watershed, lake, and river protection grants.
7	7		The people of the state of Wisconsin, represented in
8	8		senate and assembly, do enact as follows:
9	9		SECTION 1. 93.59 (2) (a) of the statutes is amended
10	10		to read:
11	11		93.59 (2) (a) The producer−led group includes at
12	12		least 5 agricultural producers each of whom operates an
13	13		eligible farm, as defined in s. 91.86 (1), in one watershed
14	14		or in adjacent watersheds. The group may include addi-
15	15		tional agricultural producers who are not required to be
16	16		operators of eligible farms.
17	17		SECTION 2. 93.59 (2) (d) of the statutes is amended
18	18		to read:
19	19		93.59 (2) (d) The group assists agricultural producers
20	20		in the watershed or watersheds under par. (a) to voluntar-
21	21		ily conduct nonpoint source water pollution abatement
22	22		activities.
23	23		SECTION 3. 93.59 (3) of the statutes is amended to
24	24		read:
25	25		93.59 (3) A producer−led group that receives, or on
26	26		whose behalf a legal entity receives, a grant under this
27	27		section shall annually file a report with the department
28	28		describing the activities conducted with the grant and the
29	29		impact of those activities on water quality in the water-
30	30		shed or watersheds under sub. (2) (a).
31	31		SECTION 4. 281.68 (1) (ar) of the statutes is created
32	32		to read:
33	33		281.68 (1) (ar) “Producer−led group” means any
34	34		group that meets the criteria under s. 93.59 (2).
35	35		SECTION 5. 281.68 (1t) (intro.) of the statutes is
36	36		amended to read:
37	37		281.68 (1t) LAKE MONITORING AND PROTECTION CON-
38	38		TRACTS. (intro.) The department may award contracts to
39	39		public groups or persons for the creation and support of
40	40		a statewide lake monitoring network. The contracts may
41	41		include payments for the costs of all of the following:
42	42		SECTION 6. 281.68 (3) (a) 1. of the statutes is
43	43		amended to read:
44	44		281.68 (3) (a) 1. Eligible recipients to consist of non-
45	45		profit conservation organizations, as defined in s.
46	46		23.0955 (1), producer−led groups conducting producer−
47	47		led group projects, counties, cities, towns, villages, quali-
48	48		fied lake associations, town sanitary districts, qualified
49	49		school districts, public inland lake protection and reha-
50	50		bilitation districts, and other local governmental units, as
51	51		defined in s. 66.0131 (1) (a), that are established for the
52	52		purpose of lake management. If a producer−led group is
53	53		not a legal entity, the eligible recipient shall be a legal
54	54		entity on behalf of the producer−led group.

57	57		SECTION 7. 281.69 (1b) (br) of the statutes is created
58	58		to read:
59	59		281.69 (1b) (br) “Producer−led group” means any
60	60		group that meets the criteria under s. 93.59 (2).
61	61		SECTION 8. 281.69 (3) (a) of the statutes is amended
62	62		to read:
63	63		281.69 (3) (a) A designation of eligible recipients,
64	64		which shall include nonprofit conservation organiza-
65	65		tions, producer−led groups conducting producer−led
66	66		group projects, counties, cities, towns, villages, qualified
67	67		lake associations, town sanitary districts, public inland
68	68		lake protection and rehabilitation districts, and other
69	69		local governmental units, as defined in s. 66.0131 (1) (a),
70	70		that are established for the purpose of lake management.
71	71		If a producer−led group is not a legal entity, the eligible
72	72		recipient shall be a legal entity on behalf of the producer−
73	73		led group.
74	74		SECTION 9. 281.70 (1) (am) of the statutes is created
75	75		to read:
76	76		281.70 (1) (am) “Producer−led group” means any
77	77		group that meets the criteria under s. 93.59 (2).
78	78		SECTION 10. 281.70 (4) (a) 4. of the statutes is created
79	79		to read:
80	80		281.70 (4) (a) 4. Producer−led groups conducting
81	81		producer−led group projects. If a producer−led group is
82	82		not a legal entity, the eligible recipient shall be a legal
83	83		entity on behalf of the producer−led group.
