| 8 | | - | SECTION 1. 36.49 (4) of the statutes is amended to |

| 10 | | - | 36.49 (4) Award the balance in annual scholarships |
|---|
| 11 | | - | called “Wisconsin Merit scholarships,” which shall be |
|---|
| 12 | | - | based only on merit, to students who are enrolled in an |
|---|
| 13 | | - | institution or college campus and who have either gradu- |
|---|
| 14 | | - | ated from high school in this state or been granted a high |
|---|
| 15 | | - | school diploma by the administrator of a home−based |

| 16 | | - | private educational program, as defined in s. 115.001 |

| 17 | | - | (3g), in this state. The board shall determine merit based |

| 18 | | - | on a performance on standardized college entrance |

| 19 | | - | examinations and, if applicable, cumulative high school |
