10	10	AN ACT to create 39.535 and 115.28 (59) (am) of the statutes; relating to:
11	11	academic and career planning services provided to pupils, requiring the
12	12	reporting of certain data on college student costs and outcomes, and granting
13	13	rule-making authority.
14	14	Analysis by the Legislative Reference Bureau
15	15	This bill requires University of Wisconsin System institutions, technical
16	16	colleges, and private nonprofit colleges in this state (higher education institutions)
17	17	to report cost and student outcome data that are ultimately made available as part
18	18	of the academic and career planning services provided to high school juniors and
19	19	seniors.
20	20	The bill requires higher education institutions to collect and annually report to
21	21	the Higher Educational Aids Board all of the following information relating to their
22	22	undergraduate degree programs: 1) the average salary of the institution's graduates
23	23	at intervals of one year, five years, and ten years after graduation, in the aggregate
24	24	and broken down by major; 2) the average debt of the institution's students upon
25	25	graduation or discontinuation of studies, in the aggregate and broken down by major;
26	26	3) the institution's graduation rate, in the aggregate and broken down by major; 4)
27	27	the institution's annual total cost of attendance and average net cost; 5) the financial
28	28	aid available to students; and 6) the 10 most popular degree programs offered by the
29	29	institution. HEAB must incorporate the data from these reports into an electronic
30	30	document formatted in a manner that facilitates comparison of information among
31	31	higher education institutions. HEAB must annually provide this electronic

38	38	document to the Department of Public Instruction with a list, prepared in
39	39	cooperation with the Department of Workforce Development, of the 50 most
40	40	in-demand jobs in this state, including the average starting salary and required
41	41	education level for each job.
42	42	Under current law, the state superintendent of public instruction must ensure
43	43	that each school board provides academic and career planning services to pupils
44	44	enrolled in grades six to twelve. Beginning in the 2025-26 school year, the bill
45	45	requires the superintendent to provide the electronic document described above to
46	46	school boards and requires school boards to provide the electronic document to high
47	47	school juniors and seniors as part of the academic and career planning services
48	48	provided to the pupils.
49	49	For further information see the state and local fiscal estimate, which will be
50	50	printed as an appendix to this bill.
51	51	The people of the state of Wisconsin, represented in senate and assembly, do
52	52	enact as follows:
53	53	SECTION 1. 39.535 of the statutes is created to read:
54	54	39.535 Reporting data related to student costs and outcomes. (1)
55	55	DEFINITION. In this section, “institution of higher education" means any of the
56	56	following:
57	57	(a) An institution, as defined in s. 36.05 (9), including all branch campuses
58	58	associated with the institution.
59	59	(b) A technical college under ch. 38, including all campuses governed by the
60	60	same technical college district board.
61	61	(c) A private institution, as defined in s. 39.49 (1) (e).
62	62	(2) ANNUAL REPORTING BY INSTITUTIONS. (a) An institution of higher education
63	63	shall collect and, by July 1, 2025, and each July 1 thereafter, report to the board all
64	64	of the following information relating to its undergraduate degree programs:
65	65	1. The average salary of the institution's graduates at intervals of 1 year, 5
66	66	years, and 10 years after graduation, stated both in the aggregate and segregated by
67	67	major.

87	87	2. The average debt of the institution's students upon the student's graduation
88	88	or discontinuation of studies at the institution for reasons other than transfer, stated
89	89	both in the aggregate and segregated by major.
90	90	3. The institution's graduation rate, stated both in the aggregate and
91	91	segregated by major.
92	92	4. The institution's annual total cost of attendance and average net cost.
93	93	5. The financial aid available to the institution's students.
94	94	6. The 10 most popular degree programs offered by the institution.
95	95	(b) To the extent possible, an institution of higher education shall report
96	96	information under par. (a) using the same methodology that applies to the same or
97	97	similar information provided by the institution under 20 USC 1091 (a) and 34 CFR
98	98	668.41 to 668.45, but the term “major” in par. (a) is not synonymous with the term
99	99	“field of study.”
100	100	(c) To the extent information under par. (a) is not required to be provided by an
101	101	institution of higher education under 20 USC 1091 (a) and 34 CFR 668.41 to 668.45,
102	102	the institution shall use reasonable methods to collect the information, including
103	103	gathering the information from alumni surveys or other relevant sources.
104	104	(d) If an institution of higher education does not have information available for
105	105	all periods specified in par. (a) 1., the institution shall report the information
106	106	required under par. (a) 1. for the periods for which information is available.
107	107	(e) An institution of higher education shall submit reports under this
108	108	subsection in the form and format prescribed by the board.
109	109	(3) BOARD DUTIES. (a) In cooperation with the department of workforce
110	110	development, the board shall prepare a list of the 50 most in-demand jobs in this
111	111	state, including the average starting salary and required education level for each job.

139	139	(b) From the reports received by the board under sub. (2), the board shall
140	140	incorporate the data into an electronic document formatted in a manner that
141	141	facilitates comparison of information among institutions of higher education. The
142	142	board shall annually provide this electronic document, with the list under par. (a),
143	143	to the department of public instruction.
144	144	(4) RULEMAKING. The board may promulgate rules to create consistent
145	145	standards and methodology for the reporting of information under sub. (2) to ensure
146	146	that institutions of higher education are reporting comparable data.
147	147	SECTION 2. 115.28 (59) (am) of the statutes is created to read:
148	148	115.28 (59) (am) Beginning in the 2025-26 school year, annually provide the
149	149	electronic document received from the higher educational aids board under s. 39.535
150	150	(3) (b) to school boards and ensure that every school board provides the electronic
151	151	document to pupils in grades 11 and 12 in the school district as part of the academic
152	152	and career planning services required under par. (a).
