11	11	AN ACT to repeal 20.192 (1) (ar); and to create 20.192 (1) (ar) of the statutes;
12	12	relating to: a technology and innovation hub grant to BioForward, Inc., and
13	13	making an appropriation.
14	14	Analysis by the Legislative Reference Bureau
15	15	This bill provides $7,500,000 in funding for a grant to BioForward, Inc., in its
16	16	capacity as the lead consortium member of a consortium formed for purposes of
17	17	Wisconsin's designation by the federal government as a regional technology and
18	18	innovation hub eligible for a federal regional technology and innovation hub grant.
19	19	Under the bill, grant moneys may be expended for the following projects, but only to
20	20	the extent consistent with the purposes of such federal grant and only if the federal
21	21	grant is actually awarded:
22	22	1. The establishment in Wisconsin of a clinical work flow and supply chain
23	23	support center for image-guided therapies and theranostics.
24	24	2. The construction of expanded shared lab space at Forward BIOLABS, Inc.,
25	25	the construction of new Forward BIOLABS, Inc., lab space, and the development of
26	26	lab-related programming and support for the expansion of Forward BIOLABS, Inc.
27	27	3. The development of a program that provides support for manufacturing and
28	28	supply chain companies in Wisconsin to develop apprenticeship programs and the
29	29	development of incentives for Wisconsin employers to engage apprentices in
30	30	high-demand industry sectors.
31	31	The bill requires that the Wisconsin Economic Development Corporation and
32	32	BioForward, Inc., submit a joint report to the Joint Committee on Finance, annually
33	33	for three years, that details all uses of the grant moneys.

41	41	The people of the state of Wisconsin, represented in senate and assembly, do
42	42	enact as follows:
43	43	SECTION 1. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert
44	44	the following amounts for the purposes indicated:

51	51	SECTION 2. 20.192 (1) (ar) of the statutes is created to read:
52	52	20.192 (1) (ar) Regional technology and innovation hub grant. Biennially, the
53	53	amounts in the schedule for the grant to BioForward, Inc., under 2023 Wisconsin Act
54	54	.... (this act), section 4 (1).
55	55	SECTION 3. 20.192 (1) (ar) of the statutes, as created by 2023 Wisconsin Act ....
56	56	(this act), is repealed.
57	57	SECTION 4.0Nonstatutory provisions.
58	58	(1) REGIONAL TECHNOLOGY AND INNOVATION HUB GRANT.
59	59	(a) The Wisconsin Economic Development Corporation shall provide
60	60	sponsorship funding for purposes of this state's designation as a regional technology
61	61	and innovation hub under 15 USC 3722a. The funding shall be in the form of a grant
62	62	of $7,500,000 awarded to BioForward, Inc., in its capacity as the lead consortium

86	86	member of the consortium formed for purposes of this state's federal designation as
87	87	a regional technology and innovation hub. The grant awarded under this subsection
88	88	is not subject to s. 238.03 (3) (a).
89	89	(b) To the extent consistent with the purposes of a federal grant awarded under
90	90	15 USC 3722a (f), BioForward, Inc., shall expend all grant moneys for the following
91	91	projects:
92	92	1. The establishment in this state of a clinical work flow and supply chain
93	93	support center for image-guided therapies and theranostics.
94	94	2. The construction of expanded shared lab space at Forward BIOLABS, Inc.,
95	95	the construction of new Forward BIOLABS, Inc., lab space, and the development of
96	96	lab-related programming and support for the expansion of Forward BIOLABS, Inc.
97	97	3. The development of a program that provides support for manufacturing and
98	98	supply chain companies in this state to develop apprenticeship programs and the
99	99	development of incentives for employers in this state to engage apprentices in
100	100	high-demand industry sectors.
101	101	(2) REPORTS. Annually, for 3 years beginning with the first year after the grant
102	102	is awarded under sub. (1), the Wisconsin Economic Development Corporation and
103	103	BioForward, Inc., shall submit a joint report to the joint committee on finance
104	104	detailing all uses of the grant moneys.
105	105	SECTION 5.0Fiscal changes.
106	106	(1) In the schedule under s. 20.005 (3) for the appropriation to the joint
107	107	committee on finance under s. 20.865 (4) (a), the dollar amount for fiscal year
108	108	2023-24 is increased by $7,500,000 for the grant to BioForward, Inc., under SECTION
109	109	4 (1) of this act. No moneys may be released under this subsection unless the

136	136	consortium specified in SECTION 4 (1) of this act is awarded a federal grant under 15
137	137	USC 3722a (f).
138	138	SECTION 6.0Effective dates. This act takes effect on the day after publication,
139	139	except as follows:
140	140	(1) The repeal of s. 20.192 (1) (ar) takes effect on July 1, 2025.
