2023 Assembly Bill 980
Assembly
Amendment 2
2023 ASSEMBLY BILL 980
Current law directs the Department of Justice (DOJ) to provide on its website and encourage the
download of a poster providing information regarding a human trafficking resource center hotline.
Current law further directs the department to encourage the display of the poster at establishments
including gas stations, hotels, adult entertainment establishments, salons, sites related to agricultural
labor, hospitals, medical centers, alternative clinics, massage parlors and spas, courthouses, rest areas,
and transit stations.
2023 Assembly Bill 980 directs DOJ to also make the poster, described above, be available to print from
its website, mandates the display of the poster by the establishments listed under current law, and
expands that list of establishments to include establishments licensed to serve alcoholic beverages,
tattoo establishments, job recruitment centers, community-based residential facilities, and public and
private elementary and secondary schools. The bill also directs DOJ to monitor compliance with the
posting requirement and notify operators of establishments to correct violations within 30 days.
ASSEMBLY AMENDMENT 2
Assembly Amendment 2 further expands the list of establishments required to display the human
trafficking poster to include campgrounds and other lodging establishments, and, with respect to
display at an elementary or secondary school, requires the poster to be displayed in an area of the
building that is intended to be accessed only by adult staff members. Additionally, Assembly
Amendment 2 deletes the provision of the bill relating to monitoring of compliance by DOJ.
