1212 AN ACT to amend 165.71 (2) (intro.); and to create 165.71 (1m), 165.71 (2) (bm),
1313 165.71 (2) (dm), 165.71 (2) (em), 165.71 (2) (fm), 165.71 (2) (m) and 165.71 (3)
1414 of the statutes; relating to: displaying a human trafficking resource center
1515 hotline poster.
1616 Analysis by the Legislative Reference Bureau
1717 Under current law, the Department of Justice must provide on its website a
1818 poster that provides information regarding a human trafficking resource center
1919 hotline and encourage that various entities download the poster free of charge.
2020 Current law also requires DOJ to encourage that the poster be displayed at all of the
2121 following places: certain gas stations; hotels; adult entertainment establishments;
2222 salons; places at which employers engage employees to perform agricultural labor;
2323 hospitals or other medical centers; places at which athletic or sporting events occur;
2424 establishments that operate as a massage parlor or spa, alternative health clinic, or
2525 similar entity; various expositions; courthouses; Department of Transportation rest
2626 areas; and public and private transit stations.
2727 This bill requires the poster to be displayed at all of those locations and adds
2828 the following to the list of places that must display the poster: premises that serve
2929 alcoholic beverages, tattoo establishments, job recruitment centers,
3030 community-based residential facilities, and public and private elementary and
3131 secondary schools. The bill requires DOJ to monitor compliance with the
3232 requirement to display the poster and to notify an operator of a business or

3939 establishment that fails to do so that it must correct the violation within 30 days from
4040 the date the notice is sent.

4343 The people of the state of Wisconsin, represented in senate and assembly, do
4444 enact as follows:
4545 SECTION 1. 165.71 (1m) of the statutes is created to read:
4646 165.71 (1m) The department of justice shall make the poster under sub. (1)
4747 available to others to print from its website.
4848 SECTION 2. 165.71 (2) (intro.) of the statutes is amended to read:

8989 165.71 (3) The department of justice shall monitor compliance with the
9090 requirement under sub. (2) and shall notify an operator of a business or
9191 establishment that fails to comply that it shall correct the violation within 30 days
