11	11	Relating to: reaffirming Wisconsin's commitment to the strengthening and
12	12	deepening of the sister ties between the State of Wisconsin and Taiwan;
13	13	supporting Taiwan's signing of a Bilateral Trade Agreement (BTA) with the
14	14	United States; and continuing support for increasing Taiwan's international
15	15	profile.
16	16	Whereas, the State of Wisconsin established in 1986 the sister-state
17	17	relationship with the Taiwan Province, Republic of China (Taiwan), and Wisconsin
18	18	and Taiwan have enjoyed strong bilateral trade, educational and cultural exchange,
19	19	and tourism; and
20	20	Whereas, Taiwan shares the same values of freedom, democracy, human rights,
21	21	the rule of law, peace, and prosperity with the United States and the State of
22	22	Wisconsin; and
23	23	Whereas, in 2021, the United States ranked as Taiwan's second-largest trading
24	24	partner, Taiwan ranked as the eighth-largest trading partner of the United States,

42	42	and bilateral trade between Taiwan and the United States reached $113.9 billion;
43	43	and
44	44	Whereas, Taiwan and the State of Wisconsin have enjoyed a long and mutually
45	45	beneficial relationship with the prospect of future growth, and Taiwan was
46	46	Wisconsin's seventh-largest export market in Asia in 2021, with over $225 million
47	47	worth of Wisconsin goods exported to Taiwan; and
48	48	Whereas, negotiations for a BTA between Taiwan and the United States are an
49	49	important step toward further strengthening bilateral trade between our countries,
50	50	thereby increasing Wisconsin's exports to Taiwan and creating bilateral investment
51	51	and technical collaboration through tariff reduction and other trade facilitation
52	52	measures; and
53	53	Whereas, Taiwan has undertaken a policy of “steadfast diplomacy” in its
54	54	international relations, and Taiwan is capable and willing to fulfill its
55	55	responsibilities and to collaborate with the world to deal with the challenges of
56	56	humanitarian aid, disease control, and so forth; now, therefore, be it
57	57	Resolved by the assembly, the senate concurring, That the Wisconsin
58	58	Legislature reaffirms its commitment to the strengthening and deepening of the
59	59	sister ties between the State of Wisconsin and Taiwan; and, be it further
60	60	Resolved, That Wisconsin endorses Taiwan's efforts to secure the signing of
61	61	a BTA with the United States and reiterates its support for a closer economic and
62	62	trade partnership between the State of Wisconsin and Taiwan; and, be it further
63	63	Resolved, That Wisconsin continues to support Taiwan's appropriate
64	64	participation in international organizations that impact the health, safety, and
65	65	well-being of the people of Taiwan and supports Taiwan's aspiration to make more
66	66	contributions in international societies; and, be it further
