| 15 | 15 | | jobs that cannot be outsourced overseas; and |

| 16 | 16 | | Whereas, according to the Associated Builders and Contractors, over one in four |

| 17 | 17 | | construction workers are over 55 years old, and the construction industry will need |
|---|
| 18 | 18 | | to attract an estimated 546,000 additional workers on top of the normal pace of hiring |

| 19 | 19 | | in 2023; and |

| 20 | 20 | | Whereas, Wisconsin's world-renowned registered apprentice program allows |

| 21 | 21 | | inexperienced individuals of any age to participate in structured, on-the-job |
