1212 Relating to: proclaiming the month of October 2023 as Breast Cancer Awareness
1313 Month.
1414 Whereas, the National Cancer Institute estimates that 297,790 women in the
1515 United States will be diagnosed with breast cancer in 2023, comprising over 15
1616 percent of all new cancer cases; and
1717 Whereas, the National Cancer Institute estimates that 43,170 women in the
1818 United States will die from breast cancer in 2023, comprising over 7 percent of all
1919 cancer deaths; and
2020 Whereas, the Centers for Disease Control and Prevention reported that 2,276
2121 men in the United States were diagnosed with breast cancer in 2017, while 510 men
2222 died from the disease; and
2323 Whereas, the National Cancer Institute reported that the age-adjusted
2424 incidence rate for breast cancer between 2016 and 2020 for Wisconsin women was
2525 134.6 cases per 100,000 people each year, which was about 6 percent higher than the
2626 national incidence rate; and

4545 Whereas, the American Cancer Society recommends that all women above the
4646 age of 45 be screened with a mammogram at least once per year; and
4747 Whereas, the early detection and diagnosis of breast cancer can improve the
4848 odds that a person will survive breast cancer; and
4949 Whereas, a study from the Radiological Society of North America attributed the
5050 40 percent decline in the national female breast cancer mortality rate between 1989
5151 and 2017 to the increased use of mammograms and improvements to treatment; and
5252 Whereas, the Wisconsin Legislature has the opportunity to bring awareness to
5353 this vital public health issue; now, therefore, be it
5454 Resolved by the assembly, the senate concurring, That the members of the
5555 Wisconsin Legislature proclaim the month of October 2023 as Breast Cancer
5656 Awareness Month to promote awareness, early detection, and treatment of breast
5757 cancer.
