| 18 | 18 | | SECTION 1. Assembly rule 14 (4) is created to read: |

| 19 | 19 | | ASSEMBLY RULE 14 (4) Testimony at any public hearing shall be received in the |

| 21 | 21 | | (a) If the public hearing is on a proposal, the author or authors of the proposal. |

| 22 | 22 | | (b) Members of the public and local government officials. If any member is |
|---|
| 23 | 23 | | accompanied by an individual registered as a lobbyist, the member shall speak |
|---|
| 24 | 24 | | before the lobbyist. |
