To create assembly rule 14 (4); relating to: order of testimony at public hearings.
Analysis by the Legislative Reference Bureau
The resolution amends the assembly rules to provide that testimony at any
public hearing must be received in the following order: if the public hearing is on a
proposal, the author or authors of the proposal; members of the public and local
government officials; and state government officials and individuals registered as
lobbyists.
Resolved by the assembly, That:
SECTION 1. Assembly rule 14 (4) is created to read:
ASSEMBLY RULE 14 (4) Testimony at any public hearing shall be received in the
following order:
(a) If the public hearing is on a proposal, the author or authors of the proposal.
(b) Members of the public and local government officials. If any member is
accompanied by an individual registered as a lobbyist, the member shall speak
before the lobbyist.
