| 10 | 10 | | Whereas, See You at the Pole Day began in 1990 as a grassroots movement; and |

| 11 | 11 | | Whereas, millions of students still celebrate See You at the Pole Day by meeting |

| 12 | 12 | | at their respective school's flagpole to gather for prayer; and |
|---|
| 13 | 13 | | Whereas, such a prayer rally is led, organized, and initiated by students of their |
|---|
| 14 | 14 | | respective schools; and |
|---|
| 15 | 15 | | Whereas, the U.S. Constitution's First Amendment establishes a freedom to |
|---|
| 16 | 16 | | exercise religion in the public sector; and |
|---|
| 17 | 17 | | Whereas, those same religious rights are enshrined in Article I, Section 18 of |
|---|
| 18 | 18 | | the Wisconsin State Constitution; and |
|---|
| 19 | 19 | | Whereas, Wisconsin State Statute section 118.13 provides that public officials, |

| 20 | 20 | | employees, and teachers may not intentionally discriminate against their students |
