2020 SCHOOL DISTRICT REVENUE LIMITS
2121 Current law generally limits the total amount of revenue per pupil that a school
2222 district may receive from general school aids and property taxes in a school year to
2323 the amount of revenue allowed per pupil in the previous school year plus a per pupil
2424 adjustment, if any, as provided by law. Until 2425, current law provides a $325 per
2525 pupil adjustment in each school year. Under the bill, beginning in the 2024-25 school
2626 year, the per pupil adjustment is the per pupil increase for the previous school year
2727 as adjusted for any increase in the consumer price index.

3939 REIMBURSEMENT FOR SPECIAL EDUCATION COSTS
4040 The bill also changes the rate at which the state reimburses school boards,
4141 operators of independent charter schools, cooperative educational service agencies
4242 (CESAs), and county children with disabilities education boards (CCDEBs) for costs
4343 incurred to provide special education and related services to children with
4444 disabilities and for school age parents programs (eligible costs). Under current law,
4545 the state reimburses the full cost of special education for children in hospitals and
4646 convalescent homes for orthopedically disabled children. After those costs are paid,
4747 the state reimburses remaining eligible costs from the amount remaining in the
4848 appropriation account at a rate that distributes the full amount appropriated. The
4949 Legislative Fiscal Bureau estimates that, in the 2023-24 school year, the
5050 reimbursement rate will be 33.3 percent.
5151 The bill changes the appropriation to a sum sufficient and provides that,
5252 beginning in the 2023-24 school year, after full payment of hospital and convalescent
5353 home costs, the remaining costs are reimbursed at 90 percent of eligible costs.
5454 Currently, the Department of Public Instruction provides 1) special education
5555 aid to school districts, independent charter schools, CESAs, and CCDEBs; 2) aid to
5656 school districts, CESAs, and CCDEBs for providing physical or mental health
5757 treatment services to private school and tribal school pupils; and 3) aid for school age
5858 parents programs to school districts only.
5959 TEACHER PREPARATORY PROGRAM GRANT PROGRAM
6060 Finally, the bill creates a grant program administered by the Higher
6161 Educational Aids Board under which HEAB awards grants to students enrolled in
6262 the teacher preparatory program of an institution of higher education. Grant
6363 moneys may be used to pay 1) the student's tuition and fees and 2) any expense
6464 incurred in connection with obtaining a license to teach issued by the Department
6565 of Public Instruction, including any examination or licensing fee. However, the grant
6666 amount for the payment of tuition and fees is limited to the amount of tuition and
6767 segregated fees charged to a resident undergraduate student at the University of
6868 Wisconsin-Madison for an equivalent program. HEAB also may not award a grant
6969 to a student unless the student enters into a written agreement to work in this state
7070 as a teacher in an elementary or secondary school for at least four years after
7171 receiving a bachelor's degree.

7474 The people of the state of Wisconsin, represented in senate and assembly, do
7575 enact as follows:
7676 SECTION 1. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert

9292 SECTION 3. 20.255 (2) (b) of the statutes is amended to read:
9393 20.255 (2) (b) Aids for special education and school age parents programs. The
9494 amounts in the schedule A sum sufficient for the payment of the full cost of special
9595 education for children in hospitals and convalescent homes under s. 115.88 (4) and
9696 for the payment of aids for special education and school age parents programs under
9797 ss. 115.88, 115.93 and 118.255 as provided under s. 115.882.
9898 SECTION 4. 39.52 of the statutes is created to read:
9999 39.52 Grants for students enrolled in teacher education programs. (1)
100100 In this section:
101101 (a) “Institution of higher education” means an institution of higher education,
102102 as defined in s. 39.53 (1), that offers a teacher preparatory program approved under
103103 s. 115.28 (7) (a).
104104 (b) “Tribal school” has the meaning given in s. 115.001 (15m).
105105 (2) (a) Subject to par. (b) and sub. (3), from the appropriation under s. 20.235
106106 (1) (cd), the board may award grants to students enrolled in the teacher preparatory
107107 program of an institution of higher education to pay for any of the following:

133133 1. Tuition and fees charged by the institution of higher education.
134134 2. Any expense incurred in connection with obtaining a license to teach issued
135135 by the department of public instruction, including any examination or licensing fee.
136136 (b) The amount of a grant awarded under par. (a) for the payment of tuition and
137137 fees may not exceed the amount of academic fees plus segregated fees charged to a
138138 resident undergraduate student at the University of Wisconsin-Madison enrolled in
139139 an equivalent program for an equivalent term.
140140 (3) The board may not award a grant under sub. (2) (a) to a student unless the
141141 student enters into a written agreement in which the student commits to working
142142 in this state as a teacher in a public or private elementary or secondary school or
143143 tribal school for at least 4 years after the student receives a bachelor's degree.
144144 SECTION 5. 115.882 of the statutes is amended to read:
145145 115.882 Payment of state aid; reimbursement rate. Funds appropriated
146146 under s. 20.255 (2) (b) shall be used first for the purpose of s. 115.88 (4). Costs In the
147147 2023-24 school year and in each school year thereafter, costs eligible for
148148 reimbursement from the appropriation under s. 20.255 (2) (b) under ss. 115.88 (1m)
149149 to (3), (6), and (8), 115.93, and 118.255 (4) shall be reimbursed at a rate set to
150150 distribute the full amount appropriated for reimbursement for the costs, not to
151151 exceed 100 percent 90 percent of eligible costs.
152152 SECTION 6. 121.905 (3) (c) 6. of the statutes is amended to read:
153153 121.905 (3) (c) 6. For the limit for each of the 2015-16 to 2018-19 school years,
154154 for the 2021-22 school year, and for any the 2022-23 school year thereafter, make
155155 no adjustment to the result under par. (b).
