4-AN ACT to create 350.12 (4) (bg) 3. of the statutes; relating to: modifying administrative rules related to supplemen-

6-The people of the state of Wisconsin, represented in
7-senate and assembly, do enact as follows:
8-SECTION 1. 350.12 (4) (bg) 3. of the statutes is created
9-to read:
10-350.12 (4) (bg) 3.  The department may, by rule, limit
11-the amount of aid under this paragraph to 5 times the per
12-mile maximum for maintenance specified under par. (b)
13-1.
14-SECTION 2. NR 50.09 (4) (f) 3. of the administrative
15-code is amended to read:
16-NR 50.09 (4) (f) 3.  All counties qualifying under
17-subd.1. are subject to a cap of  3  5 times the per mile max-
18-imum for maintenance specified under s. 350.12 (4) (b)
19-1., Stats., for all eligible snowmobile maintenance activi-
20-ties in the calculation of a supplemental snowmobile
21-maintenance payment.

14+Analysis by the Legislative Reference Bureau
15+Under current law, the Department of Natural Resources provides aid to
16+counties for the development, rehabilitation, and maintenance of snowmobile trails.
17+State aid covers 100 percent of the actual cost of maintaining a trail but is limited
18+to $300 per mile per year. In addition, a county is eligible for supplemental aid if the
19+actual costs incurred by the county for trail maintenance in the previous fiscal year
20+exceeded the $300-per-mile maximum and the county spent at least $200 per mile
21+on the grooming of trails.
22+Current administrative rules promulgated by DNR limit supplemental aid to
23+a county to an amount that is three times the per-mile maximum. This bill provides
24+that DNR may, by rule, limit the amount of supplemental aid to an amount that is
25+five times the per-mile maximum and modifies DNR rules to establish that limit.

27+printed as an appendix to this bill.
