16 | 16 | | and the crime of sexual assault. In the definitions in current law, if the perpetrator |

17 | 17 | | intentionally touches the victim's intimate parts, or if the perpetrator instructs the |
---|
18 | 18 | | victim to intentionally touch the intimate parts of the perpetrator or another person, |
---|
19 | 19 | | for the purpose of sexually degrading or sexually humiliating the victim or sexually |
---|
20 | 20 | | arousing or sexually gratifying the perpetrator, then it is “sexual contact.” Under |
---|
21 | 21 | | this bill, “sexual contact” also includes when the victim is made to touch the |
---|
22 | 22 | | ejaculate, urine, or feces of any person upon instruction from the perpetrator, upon |
---|
23 | 23 | | the use or threat of force or violence by the perpetrator, or upon an intentional act |
---|
24 | 24 | | of the perpetrator, if the purpose is to sexually degrade or sexually humiliate the |
---|
25 | 25 | | victim or sexually arouse or sexually gratify the perpetrator. |

26 | 26 | | Because this bill creates a new crime or revises a penalty for an existing crime, |

27 | 27 | | the Joint Review Committee on Criminal Penalties may be requested to prepare a |
---|
28 | 28 | | report. |
