1313 AN ACT to create 66.0601 (1) (d) of the statutes; relating to: local guaranteed
1414 income programs.

1616 This bill prohibits political subdivisions from expending moneys of the political
1717 subdivision for the purpose of making payments to individuals under a guaranteed
1818 income program.  “Guaranteed income program” is defined under the bill to mean a
1919 program under which individuals are provided with regular periodic cash payments
2020 that are unearned and that may be used for any purpose.  Programs under which an
2121 individual is required to perform work or attend training are not “guaranteed income
2222 programs” under the bill.
2323 The people of the state of Wisconsin, represented in senate and assembly, do
2424 enact as follows:
2525 SECTION 1. 66.0601 (1) (d) of the statutes is created to read:
2626 66.0601 (1) (d)  Guaranteed income program.  1.  In this paragraph:
2727 a.  “Guaranteed income program” means a program under which individuals

3737 be used for any purpose.  “Guaranteed income program” does not include a program
3838 under which an individual is required to perform work or attend training.
3939 b.  “Political subdivision” means a city, village, town, or county.
4040 2.  No political subdivision may expend moneys of the political subdivision,
4141 including shared revenue payments under subch. I of 79, moneys raised by levying
4242 taxes, or fee revenues, for the purpose of making payments to individuals under a
4343 guaranteed income program.
