Date of enactment: 2023 Senate Bill 251 Date of publication*: 2023 WISCONSIN ACT AN ACT to repeal 15.497 (2) (h); to renumber 15.497 (2) (b) to (g); to renumber and amend 15.497 (2) (a); to amend 15.497 (2) (intro.); and to create 15.497 (2) (ag) (intro.), 15.497 (2) (am), 15.497 (2) (ar) and 15.497 (2) (at) of the statutes; relating to: members of the Council on Veterans Programs. The people of the state of Wisconsin, represented in senate and assembly, do enact as follows: SECTION 1. 15.497 (2) (intro.) of the statutes is amended to read: 15.497 (2) COUNCIL ON VETERANS PROGRAMS. (intro.) There is created in the department of veterans affairs a council on veterans programs consisting of all of the fol- lowing representatives appointed for one−year terms by the organization that each member represents: SECTION 2. 15.497 (2) (a) of the statutes is renum- bered 15.497 (2) (ag) 1. and amended to read: 15.497 (2) (ag) 1. One representative each of the state departments of the American Legion, the Disabled American Veterans, the Veterans of Foreign Wars, the Marine Corps League, the Navy Club of the U.S.A., the Veterans of World War II (AMVETS), the American Ex− prisoners of War, the Vietnam Veterans Against the War, Inc., the Vietnam Veterans of America, Inc., the Catholic War Veterans of the U.S.A., the Jewish War Veterans of the U.S.A., the Polish Legion of American Veterans, the National Association for Black Veterans, Inc., the Army and Navy Union of the United States of America, the Wisconsin Association of Concerned Veteran Organiza- tions, the United Women Veterans, Inc., the U.S. Subma- rine Veterans of World War II, the Wisconsin Vietnam Veterans, Inc., and the Military Order of the Purple Heart. SECTION 3. 15.497 (2) (ag) (intro.) of the statutes is created to read: 15.497 (2) (ag) (intro.) The following representatives appointed for staggered 3−year terms by the organization that each member represents: SECTION 4. 15.497 (2) (am) of the statutes is created to read: 15.497 (2) (am) For a 3−year term, a veteran services coordinator who is employed at a technical college in this state and who is popularly selected by other technical col- lege veteran services coordinators in this state. SECTION 5. 15.497 (2) (ar) of the statutes is created to read: 15.497 (2) (ar) For a 3−year term, a veteran services coordinator who is employed at a University of Wiscon- sin System institution, as defined in s. 36.05 (9), and who is popularly selected by other University of Wisconsin System institution veteran services coordinators. SECTION 5m. 15.497 (2) (at) of the statutes is created to read: 15.497 (2) (at) For a 3−year term, a veteran services coordinator who is employed at a college or university * Section 991.11, WISCONSIN STATUTES: Effective date of acts. “Every act and every portion of an act enacted by the legislature over the governor’s partial veto which does not expressly prescribe the time when it takes effect shall take effect on the day after its date of publication.” − 2 −2023 Wisconsin Act 2023 Senate Bill 251 that is a member of the Wisconsin Association of Inde- pendent Colleges and Universities and who is selected by the president of the Wisconsin Association of Indepen- dent Colleges and Universities or his or her designee. SECTION 6. 15.497 (2) (b) to (g) of the statutes are renumbered 15.497 (2) (ag) 2. to 7. SECTION 7. 15.497 (2) (h) of the statutes is repealed. SECTION 8.0Nonstatutory provisions. (1) TERM LENGTHS. Notwithstanding the length of terms specified for the members of the council on veter- ans programs under s. 15.497 (2) (ag), each member serv- ing on the council on the effective date of this subsection shall serve the remainder of the term for which he or she was appointed. After the effective date of this subsection, at the expiration of the terms of the members serving on the effective date of this subsection, 7 of the members shall be appointed for terms expiring on July 1, 2024; 6 of the members shall be appointed for terms expiring on July 1, 2025; and 6 of the members shall be appointed for terms expiring on July 1, 2026.
