10	10	AN ACT to repeal 15.497 (2) (h); to renumber 15.497 (2) (b) to (g); to renumber
11	11	and amend 15.497 (2) (a); to amend 15.497 (2) (intro.); and to create 15.497
12	12	(2) (ag) (intro.), 15.497 (2) (am) and 15.497 (2) (ar) of the statutes; relating to:
13	13	members of the Council on Veterans Programs.
14	14	Analysis by the Legislative Reference Bureau
15	15	Under current law, the Council on Veterans Programs advises the Board of
16	16	Veterans Affairs and Department of Veterans Affairs on solutions and policy
17	17	alternatives relating to the problems of veterans. The council consists of numerous
18	18	representatives of various veterans organizations who are appointed by those
19	19	organizations for one-year terms.
20	20	This bill adds the following members to the council, selected by the member's
21	21	peers, to serve one-year terms:
22	22	1. A veteran services coordinator who is employed at a Wisconsin technical
23	23	college.
24	24	2. A veteran services coordinator who is employed at a University of Wisconsin
25	25	System institution.
26	26	The bill also removes the following members from the council, due to the
27	27	organizations they represent being inactive:
28	28	1. A representative of the Navy Club of the U.S.A.
29	29	2. A representative of the American Ex-prisoners of War.
30	30	3. A representative of the Vietnam Veterans Against the War, Inc.
31	31	4. A representative of the Catholic War Veterans of the U.S.A.

42	42	The people of the state of Wisconsin, represented in senate and assembly, do
43	43	enact as follows:
44	44	SECTION 1. 15.497 (2) (intro.) of the statutes is amended to read:
45	45	15.497 (2) COUNCIL ON VETERANS PROGRAMS. (intro.) There is created in the
46	46	department of veterans affairs a council on veterans programs consisting of all of the
47	47	following representatives appointed for one-year terms by the organization that
48	48	each member represents:
49	49	SECTION 2. 15.497 (2) (a) of the statutes is renumbered 15.497 (2) (ag) 1. and
50	50	amended to read:
51	51	15.497 (2) (ag) 1. One representative each of the state departments of the
52	52	American Legion, the Disabled American Veterans, the Veterans of Foreign Wars,
53	53	the Marine Corps League, the Navy Club of the U.S.A., the Veterans of World War II
54	54	(AMVETS), the American Ex-prisoners of War, the Vietnam Veterans Against the
55	55	War, Inc., the Vietnam Veterans of America, Inc., the Catholic War Veterans of the
56	56	U.S.A., the Jewish War Veterans of the U.S.A., the Polish Legion of American
57	57	Veterans, the National Association for Black Veterans, Inc., the Army and Navy
58	58	Union of the United States of America, the Wisconsin Association of Concerned
59	59	Veteran Organizations, the United Women Veterans, Inc., the U.S. Submarine
60	60	Veterans of World War II, the Wisconsin Vietnam Veterans, Inc., and the Military
61	61	Order of the Purple Heart.
62	62	SECTION 3. 15.497 (2) (ag) (intro.) of the statutes is created to read:

86	86	15.497 (2) (ag) (intro.) The following representatives appointed for one-year
87	87	terms by the organization that each member represents:
88	88	SECTION 4. 15.497 (2) (am) of the statutes is created to read:
89	89	15.497 (2) (am) For a one-year term, a veteran services coordinator who is
90	90	employed at a technical college in this state and who is popularly selected by other
91	91	technical college veteran services coordinators in this state.
92	92	SECTION 5. 15.497 (2) (ar) of the statutes is created to read:
93	93	15.497 (2) (ar) For a one-year term, a veteran services coordinator who is
94	94	employed at a University of Wisconsin System institution, as defined in s. 36.05 (9),
95	95	and who is popularly selected by other University of Wisconsin System institution
96	96	veteran services coordinators.
97	97	SECTION 6. 15.497 (2) (b) to (g) of the statutes are renumbered 15.497 (2) (ag)
98	98	2. to 7.
99	99	SECTION 7. 15.497 (2) (h) of the statutes is repealed.
