2023 Wisconsin Act 70 
[2023 Senate Bill 251] 
Membership of the Council on 
Veterans Programs 
The Council on Veterans Programs advises the Board of Veterans Affairs and the Department of 
Veterans Affairs on solutions and policy alternatives relating to the problems of veterans. The council is 
comprised of members who represent various organizations.   
2023 Wisconsin Act 70 removes from the council’s membership members of seven organizations that 
are currently inactive, and adds to the council’s membership all of the following: 
 A veteran services coordinator who is employed at a technical college in this state and who is 
popularly selected by other technical college veteran services coordinators in this state. 
 A veteran services coordinator who is employed at a University of Wisconsin System (UWS) 
institution and who is popularly selected by other UWS institution veteran services coordinators. 
 A veteran services coordinator who is employed at a college or university that is a member of the 
Wisconsin Association of Independent Colleges and Universities (WAICU) and who is selected by 
the president of WAICU or his or her designee 
The act also changes the length of council members’ terms from one year to three years and provides 
that the three-year terms must be staggered. The staggering of the members’ terms begins at the 
expiration of the terms of the members serving on the act’s effective date.  
Effective date: December 8, 2023
