7 | 7 | | The people of the state of Wisconsin, represented in |
---|
8 | 8 | | senate and assembly, do enact as follows: |
---|
9 | 9 | | SECTION 1. 36.11 (3) (a) of the statutes is amended |
---|
10 | 10 | | to read: |
---|
11 | 11 | | 36.11 (3) (a) The Subject to sub. (3m), the board shall |
---|
12 | 12 | | establish the policies for admission within the system and |
---|
13 | 13 | | within these policies each institution shall establish spe- |
---|
14 | 14 | | cific requirements for admission to its courses of instruc- |
---|
15 | 15 | | tion. No sectarian or partisan tests or any tests based upon |
---|
16 | 16 | | race, religion, national origin of U.S. citizens or sex shall |
---|
17 | 17 | | ever be allowed in the admission of students thereto. |
---|
18 | 18 | | SECTION 2. 36.11 (3m) of the statutes is created to |
---|
19 | 19 | | read: |
---|
20 | 20 | | 36.11 (3m) GUARANTEED ADMISSION PROGRAM. (a) |
---|
21 | 21 | | In this subsection: |
---|
22 | 22 | | 1. “College entrance examination score” means a |
---|
23 | 23 | | composite ACT examination score resulting from a sin- |
---|
24 | 24 | | gle test date. |
---|
25 | 25 | | 2. “Home−based private educational program” has |
---|
26 | 26 | | the meaning given in s. 115.001 (3g). |
---|
27 | 27 | | 3. “Virtual private school” has the meaning given in |
---|
28 | 28 | | s. 118.58 (1). |
---|
29 | 29 | | (b) The board shall establish a guaranteed admission |
---|
30 | 30 | | program under which an applicant for undergraduate |
---|
31 | 31 | | admission shall be admitted to the institution of the appli- |
---|
32 | 32 | | cant’s choice if the applicant satisfies the requirements |
---|
33 | 33 | | under this subsection. |
---|
34 | 34 | | (c) An applicant is eligible for guaranteed admission |
---|
35 | 35 | | to an institution if all of the following apply: |
---|
36 | 36 | | 1. The applicant applies to the institution for admis- |
---|
37 | 37 | | sion as a first−year undergraduate student during the |
---|
38 | 38 | | applicant’s 4th year of high school or final year of enroll- |
---|
39 | 39 | | ment in a home−based private educational program in |
---|
40 | 40 | | this state or in a virtual private school. |
---|
41 | 41 | | 2. Except as provided in par. (d), the applicant satis- |
---|
42 | 42 | | fies any of the following criteria: |
---|
43 | 43 | | a. The applicant is enrolled in a public, private, or |
---|
44 | 44 | | tribal high school in this state and the applicant is ranked |
---|
45 | 45 | | in the top 10 percent of the applicant’s high school class, |
---|
46 | 46 | | as determined under s. 118.58. |
---|
47 | 47 | | b. The applicant is enrolled in a home−based private |
---|
48 | 48 | | educational program in this state, or in a virtual private |
---|
49 | 49 | | school and the applicant is a resident of this state, and the |
---|
50 | 50 | | applicant achieves a college entrance examination score |
---|
51 | 51 | | that places the applicant in the national 90th percentile |
---|
52 | 52 | | ranking or higher. |
---|
53 | 53 | | c. The applicant has been designated as a finalist in |
---|
54 | 54 | | the National Merit Scholarship Program administered by |
---|
55 | 55 | | the National Merit Scholarship Corporation or has |
---|

58 | 58 | | achieved an equivalent designation under a successor |
---|
59 | 59 | | program or by a successor organization. |
---|
60 | 60 | | 3. The applicant has submitted a complete applica- |
---|
61 | 61 | | tion by the regular decision application deadline, except |
---|
62 | 62 | | that an applicant to the University of Wisconsin−Madi- |
---|
63 | 63 | | son shall submit the application by the early action dead- |
---|
64 | 64 | | line. |
---|
65 | 65 | | 4. The applicant has completed any range of courses |
---|
66 | 66 | | that the board has established as required for admission |
---|
67 | 67 | | for all applicants, including those who do not apply under |
---|
68 | 68 | | this subsection. |
---|
69 | 69 | | (d) An applicant is eligible for guaranteed admission |
---|
70 | 70 | | to the University of Wisconsin−Madison only if the |
---|
71 | 71 | | applicant satisfies any of the following criteria: |
---|
72 | 72 | | 1. The applicant is enrolled in a public, private, or |
---|
73 | 73 | | tribal high school in this state and the applicant is ranked |
---|
74 | 74 | | in the top 5 percent of the applicant’s high school class, |
---|
75 | 75 | | as determined under s. 118.58. |
---|
76 | 76 | | 2. The applicant is enrolled in a home−based private |
---|
77 | 77 | | educational program in this state, or in a virtual private |
---|
78 | 78 | | school and the applicant is a resident of this state, and the |
---|
79 | 79 | | applicant achieves a college entrance examination score |
---|
80 | 80 | | that places the applicant in the national 98th percentile |
---|
81 | 81 | | ranking or higher. |
---|
82 | 82 | | 3. The applicant has been designated as a finalist in |
---|
83 | 83 | | the National Merit Scholarship Program administered by |
---|
84 | 84 | | the National Merit Scholarship Corporation or has |
---|
85 | 85 | | achieved an equivalent designation under a successor |
---|
86 | 86 | | program or by a successor organization. |
---|
87 | 87 | | (e) If an applicant applies for admission to more than |
---|
88 | 88 | | one institution, the applicant is eligible for guaranteed |
---|
89 | 89 | | admission under this subsection to only one institution, |
---|
90 | 90 | | as designated by the applicant but subject to par. (d). |
---|
91 | 91 | | (f) An institution may verify information provided by |
---|
92 | 92 | | an applicant or appearing on an applicant’s high school |
---|
93 | 93 | | transcript in determining an applicant’s eligibility for |
---|
94 | 94 | | guaranteed admission under this subsection. |
---|
95 | 95 | | (g) An institution may revoke an offer of admission |
---|
96 | 96 | | the institution extended to an applicant under this subsec- |
---|
97 | 97 | | tion if any of the following applies: |
---|
98 | 98 | | 1. The applicant is not granted a high school diploma |
---|
99 | 99 | | prior to the institution’s scheduled enrollment date. |
---|
100 | 100 | | 2. The applicant engages in academic misconduct, or |
---|
101 | 101 | | the applicant experiences significantly declining grades |
---|
102 | 102 | | after the application is submitted, to an extent that would |
---|
103 | 103 | | justify, under the institution’s admissions policies, revok- |
---|
104 | 104 | | ing an offer of admission extended to an applicant who |
---|
105 | 105 | | has not applied for admission under this subsection. |
---|
106 | 106 | | 3. The applicant misrepresented to the institution the |
---|
107 | 107 | | applicant’s class rank, college entrance examination |
---|
108 | 108 | | score, or status as a finalist in the National Merit Scholar- |
---|
109 | 109 | | ship Program. |
---|
110 | 110 | | (h) This subsection does not guarantee an applicant |
---|
111 | 111 | | admission to any specific program offered by an institu- |
---|
112 | 112 | | tion or to any specific college, school, or functional |
---|
113 | 113 | | equivalent within an institution. |
---|
114 | 114 | | SECTION 3. 118.58 of the statutes is created to read: |
---|
115 | 115 | | 118.58 Class rankings. (1) In this section, “virtual |
---|
116 | 116 | | private school” means a private school in which all or a |
---|
117 | 117 | | portion of the instruction is provided through means of |
---|
118 | 118 | | the Internet, and the pupils enrolled in and instructional |
---|
119 | 119 | | staff employed by the school are geographically remote |
---|
120 | 120 | | from each other. |
---|
121 | 121 | | (2) If a school board, operator of a charter school, or |
---|
122 | 122 | | governing body of a private school or tribal school oper- |
---|
123 | 123 | | ates a high school that includes grades 11 and 12, the |
---|
124 | 124 | | school board, charter school operator, or governing body |
---|
125 | 125 | | shall, for each high school that includes grades 11 and 12, |
---|
126 | 126 | | prepare a class ranking of pupils enrolled in the high |
---|
127 | 127 | | school as of the class’s completion of grade 11 if there are |
---|
128 | 128 | | at least 15 pupils in the class. Pupils shall be ranked on |
---|
129 | 129 | | the basis of academic achievement and the sole criterion |
---|
130 | 130 | | for ranking pupils shall be the pupil’s grade point aver- |
---|
131 | 131 | | age. |
---|
132 | 132 | | (3) (a) Subject to par. (b), each class ranking under |
---|
133 | 133 | | sub. (2) shall identify those pupils who rank in the top 5 |
---|
134 | 134 | | percent of their high school class and those pupils who |
---|
135 | 135 | | rank in the top 10 percent of their high school class. The |
---|
136 | 136 | | class ranking may also identify the class rank of pupils |
---|
137 | 137 | | who do not rank in the top 10 percent of their high school |
---|
138 | 138 | | class. |
---|
139 | 139 | | (b) If a high school’s class enrollment is at least 15 |
---|
140 | 140 | | but less than 20 pupils, the school board, operator of the |
---|
141 | 141 | | charter school, or governing body of the private school or |
---|
142 | 142 | | tribal school shall identify the highest ranked and 2nd |
---|
143 | 143 | | highest ranked pupils in the class using the ranking |
---|
144 | 144 | | method under sub. (2). For purposes of par. (a) and sub. |
---|
145 | 145 | | (4) and s. 36.11 (3m), the highest ranked pupil shall be |
---|
146 | 146 | | considered to be in the top 5 percent of the pupil’s high |
---|
147 | 147 | | school class and the 2nd highest ranked pupil shall be |
---|
148 | 148 | | considered to be in the top 10 percent of the pupil’s high |
---|
149 | 149 | | school class. |
---|
150 | 150 | | (4) After completing the class ranking required under |
---|
151 | 151 | | sub. (2), a school board, operator of a charter school, or |
---|
152 | 152 | | governing body of a private school or tribal school shall |
---|
153 | 153 | | do all of the following: |
---|
154 | 154 | | (a) Notify each pupil ranked in the top 10 percent of |
---|
155 | 155 | | the pupil’s high school class that the pupil is ranked, as |
---|
156 | 156 | | applicable, in the top 5 percent or in the top 10 percent of |
---|
157 | 157 | | the pupil’s high school class. |
---|
158 | 158 | | (b) For each pupil notified under par. (a), include that |
---|
159 | 159 | | the pupil is ranked, as applicable, in the top 5 percent or |
---|
160 | 160 | | in the top 10 percent of the pupil’s high school class on |
---|
161 | 161 | | the pupil’s high school transcript as of the pupil’s com- |
---|
162 | 162 | | pletion of grade 11. |
---|
163 | 163 | | (5) This section does not apply to a virtual private |
---|
164 | 164 | | school. |
---|
165 | 165 | | SECTION 4. 119.04 (1) of the statutes, as affected by |
---|
