1010 AN ACT to create 85.27 of the statutes; relating to: a driver education grant

1313 This bill requires the Department of Transportation to establish a driver
1414 education grant program under which it may provide grants to a person enrolled or
1515 seeking to be enrolled in a driver education course or a provider of such a course. The
1616 amount of a grant under this program may not exceed the cost to the person of the
1717 course of driver education in which the person is enrolled or seeking to be enrolled
1818 or the cost to the provider of providing driver education to persons under 20 years
1919 of age enrolled in the provider's course.

2121 an appendix to this bill.
2222 The people of the state of Wisconsin, represented in senate and assembly, do
2323 enact as follows:
2424 SECTION 1. 85.27 of the statutes is created to read:
2525 85.27 Driver education grant program. (1) The department shall
2626 establish and administer a driver education grant program. Under the program,

3434 from the appropriation under s. 20.395 (5) (eq), the department may provide grants
3535 to any of the following, upon application:
3636 (a) A person who satisfies all of the following:
3737 1. The person is enrolled or seeking to be enrolled in a course of driver education
3838 provided by any of the following:
3939 a. A public school providing a course in driver education approved by the
4040 department of public instruction or the department of transportation.
4141 b. A technical college providing a course in driver education approved by the
4242 technical college system board.
4343 c. A nonpublic or private school or tribal school, as defined in s. 115.001 (15m),
4444 providing a course in driver education that meets the minimum standards set by the
4545 department of public instruction.
4646 d. A school licensed by the department under s. 343.61.
4747 2. The person satisfies the income eligibility criteria for a free or reduced-price
4848 lunch in the federal school lunch program under 42 USC 1758 (b) (1).
4949 (b) A provider of a course in driver education that satisfies all of the following:
5050 1. The provider is any of the following:
5151 a. A public school providing a course in driver education approved by the
5252 department of public instruction or department of transportation.
5353 b. A technical college providing a course in driver education approved by the
5454 technical college system board.
5555 c. A nonpublic or private school or tribal school, as defined in s. 115.001 (15m),
5656 providing a course in driver education that meets the minimum standards set by the
5757 department of public instruction.
5858 d. A school licensed by the department under s. 343.61.

8888 2. The provider provides classroom or behind-the-wheel driver instruction or
8989 both.
9090 (2) (a) The amount of a grant under sub. (1) (a) may not exceed the cost to the
9191 person of the course of driver education in which the person is enrolled or seeking to
9292 be enrolled.
9393 (b) The amount of a grant under sub. (1) (b) may not exceed the cost to the
9494 provider of providing driver education to persons under 20 years of age enrolled in
9595 the provider's course.
