[2023 Senate Bill 555] 
Ratification of State Building 
Trades Crafts Collective 
Bargaining Agreement 
2023 Wisconsin Act 39 ratifies the 2023-24 fiscal year agreement between the State of Wisconsin and 
the Wisconsin State Building Trades Negotiating Committee on behalf of the state building trades crafts 
collective bargaining unit. The Joint Committee on Employment Relations unanimously approved the 
agreement for the state building trades crafts occupations, and recommended ratification of the 
agreement by the Legislature. 
The agreement for the state building trades crafts occupations provides a general wage adjustment 
increase of four percent, beginning with the first pay period after the act takes effect. The general wage 
adjustment increase is within the increase in the Consumer Price Index for the covered period. 
The agreement includes a lump sum payment for employees in pay status on the date the adjustment 
takes effect, for hours in pay status from July 2, 2023, to enactment of the adjustment. 
The agreement does not address any other factor or condition of employment.  
Effective date: November 18, 2023
