4-AN ACT relating to: ratification of the agreement negotiated between the State of Wisconsin and the Wisconsin State
5-Building Trades Negotiating Committee, for the 2023−24 fiscal year, covering employees in the building trades crafts
6-collective bargaining unit, and authorizing an expenditure of funds.
7-The people of the state of Wisconsin, represented in
8-senate and assembly, do enact as follows:
9-SECTION 1.0Agreement ratified.  The legislature rat-
10-ifies the tentative agreement negotiated for the 2023−24
11-fiscal year between the State of Wisconsin, the division
12-of personnel management in the department of adminis-
13-tration, and the Wisconsin State Building Trades Negoti-
14-ating Committee, covering employees in the building
15-trades crafts collective bargaining unit under subch. V of
16-ch. 111, as approved by the employees of the building
17-trades crafts collective bargaining unit and approved and
18-recommended by the joint committee on employment
19-relations, and authorizes the necessary expenditure of
20-moneys for implementation from the appropriations
21-made by s. 20.865 (1), subject to s. 20.865 (intro.).  The
22-administrator of the division of personnel management in
23-the department of administration shall file an official
24-copy of the agreement, certified by the cochairpersons of
25-the joint committee on employment relations, with the
26-secretary of state.  No formal or informal agreement
27-between the parties that is not a part of the official copy
28-is deemed to be approved by the legislature under this act.

11+Analysis by the Legislative Reference Bureau
12+This proposal is introduced under s. 111.92 (1), stats. The proposal ratifies the
13+collective bargaining contract for state employees in the building trades crafts
14+collective bargaining unit negotiated for the 2023-24 fiscal year under the State
15+Employment Labor Relations Act. Currently, statutory program supplement
16+appropriations fund the costs of collective bargaining agreements to the extent that
17+they exceed budgeted costs. The proposal authorizes expenditure of moneys from
18+those appropriations to fund the cost of this agreement.
19+For further information see the state fiscal estimate, which will be printed as
20+an appendix to this bill.
21+The people of the state of Wisconsin, represented in senate and assembly, do
22+enact as follows:

2945 SECTION 2.0Effective date.
30-(1)  This act takes effect on the day after publication,
31-except that those provisions specifically identified as
32-having other effective dates in the agreement covering
33-employees in the building trades crafts collective bar-
34-gaining unit are effective on the dates provided in that
35-agreement.
36-*  Section 991.11,  WISCONSIN STATUTES:   Effective date of acts.  “Every act and every portion of an act enacted by the legislature over the governor’s
37-partial veto which does not expressly prescribe the time when it takes effect shall take effect on the day after its date of publication.”
46+(1) This act takes effect on the day after publication, except that those
47+provisions specifically identified as having other effective dates in the agreement
48+covering employees in the building trades crafts collective bargaining unit are
49+effective on the dates provided in that agreement.
