13	13	AN ACT relating to: creating a task force on missing and murdered African
14	14	American women and girls.
15	15	Analysis by the Legislative Reference Bureau
16	16	This bill creates a task force on missing and murdered African American
17	17	women and girls. The task force must be established by the attorney general and
18	18	must consist of members who are knowledgeable in crime victims rights or violence
19	19	protection and who work in a range of relevant positions as specified in the bill. The
20	20	task force must examine various factors that contribute to violence against African
21	21	American women and girls and submit to the appropriate standing committees of the
22	22	legislature by December 15, 2024, a report on actions that can be taken to eliminate
23	23	violence against African American women and girls.
24	24	For further information see the state fiscal estimate, which will be printed as
25	25	an appendix to this bill.
26	26	The people of the state of Wisconsin, represented in senate and assembly, do
27	27	enact as follows:
28	28	SECTION 1.0Nonstatutory provisions.
29	29	(1) TASK FORCE ON MISSING AND MURDERED AFRICAN AMERICAN WOMEN AND GIRLS.

36	36	(a) Definition. In this subsection, “nongovernmental organization” means a
37	37	nonprofit, nongovernmental organization that provides legal, social, or other
38	38	community services.
39	39	(b) Membership. Within 45 days of the effective date of this paragraph, the
40	40	attorney general shall establish a special committee under s. 15.04 (1) (c) called the
41	41	task force on missing and murdered African American women and girls. The task
42	42	force shall consist of the following members, who are knowledgeable in crime victims
43	43	rights or violence protection, and who shall be appointed by and serve at the pleasure
44	44	of the attorney general unless otherwise specified:
45	45	1. Two members of the senate, one appointed by the majority leader and one
46	46	appointed by the minority leader.
47	47	2. Two members of the assembly, one appointed by the speaker of the assembly
48	48	and one appointed by the minority leader.
49	49	3. Two representatives from among the following:
50	50	a. The Wisconsin Chiefs of Police Association.
51	51	b. The Badger State Sheriffs' Association.
52	52	c. The division of criminal investigation within the department of justice.
53	53	4. One or more representatives from among the following:
54	54	a. The Wisconsin District Attorneys Association.
55	55	b. A U.S. Attorney's office in this state.
56	56	c. A judge or attorney working in juvenile court.
57	57	5. A county coroner or representative from a statewide coroner's association or
58	58	a representative of the department of health services.
59	59	6. Three or more representatives from among the following:

88	88	a. A statewide or local organization that provides legal services to African
89	89	American women and girls.
90	90	b. A statewide or local organization that provides advocacy or counseling for
91	91	African American women and girls who have been victims of violence.
92	92	c. A statewide or local organization that provides nonlegal services to African
93	93	American women and girls.
94	94	d. The Wisconsin Coalition Against Sexual Assault.
95	95	e. End Domestic Abuse Wisconsin.
96	96	f. An African American woman who is a survivor of gender violence.
97	97	(c) Operation.
98	98	1. The task force shall elect a chair and vice-chair from among the members
99	99	of the task force and may elect other officers as necessary. The task force shall
100	100	convene within 30 days after it is established and shall meet at least quarterly
101	101	thereafter, or upon the call of its chair, and may hold meetings throughout the state.
102	102	The task force shall meet sufficiently to accomplish the duties identified in par. (d).
103	103	2. The department of justice shall provide administrative support services to
104	104	the task force. The task force may call upon any state agency or officer to assist the
105	105	task force, and those agencies or officers shall cooperate with the task force to the
106	106	fullest extent possible.
107	107	3. The department of administration shall reimburse members of the task force
108	108	for their actual and necessary expenses incurred in carrying out their functions from
109	109	the appropriation under s. 20.505 (1) (ka).
110	110	(d) Duties.
111	111	1. The task force shall examine all of the following topics:

138	138	a. The systemic causes behind violence that African American women and girls
139	139	experience, including patterns and underlying factors that explain why
140	140	disproportionately high levels of violence occur against African American women
141	141	and girls, including underlying historical, generational, social, economic,
142	142	institutional, and cultural factors that may contribute to the violence.
143	143	b. Appropriate methods for tracking and collecting data on violence against
144	144	African American women and girls, including data on missing and murdered African
145	145	American women and girls.
146	146	c. Policies and institutions such as policing, child welfare, coroner practices,
147	147	and other governmental practices that impact violence against African American
148	148	women and girls and the investigation and prosecution of crimes of gender violence
149	149	against African American people.
150	150	d. Measures necessary to address and reduce violence against African
151	151	American women and girls.
152	152	e. Measures to help victims, victims' families, and victims' communities
153	153	prevent and heal from violence that occurs against African American women and
154	154	girls.
155	155	2. The task force shall, by December 15, 2024, submit to the appropriate
156	156	standing committees of the legislature in the manner provided under s. 13.172 (3)
157	157	an annual report that includes all of the following:
158	158	a. Proposed institutional policies and practices that are effective in reducing
159	159	gender violence and increasing the safety of African American women and girls.
160	160	b. Recommendations to eliminate violence against African American women
161	161	and girls.

190	190	c. Recommendations to help victims and communities heal from gender
191	191	violence and violence against African American women and girls.
192	192	3. In accomplishing the tasks in subds. 1. and 2., the task force shall seek out
193	193	and enlist the cooperation and assistance of nongovernmental organizations,
194	194	community and advocacy organizations working with the African American
195	195	community, and academic researchers and experts, specifically those specializing in
196	196	violence against African American women and girls, representing diverse
197	197	communities disproportionately affected by violence against women and girls, or
198	198	focusing on issues related to gender violence and violence against African American
199	199	women and girls.
200	200	(e) Termination. The task force on missing and murdered African American
201	201	women and girls terminates on the earlier of the date on which the report under par.
202	202	(d) 2. is submitted or January 1, 2025.
