1515 AN ACT to amend 165.93 (2) (b) (intro.), 165.93 (2) (b) 3., 165.93 (2) (c) (intro.),
1616 165.93 (3) (intro.) and 165.96 (intro.), (2), (4), (8), (9), (10), (11), (12) and (13); and
1717 to create 165.93 (2c) and 165.96 (16) and (17) of the statutes; relating to:
1818 funding for victim services and domestic abuse services, training for grant
1919 recipients, grants to child advocacy centers, and making an appropriation.

2121 Under current law, the Department of Justice awards grants to nonprofit or
2222 public organizations that provide services to victims of sexual assault. This bill
2323 increases the amount for such grants by $7,000,000 in fiscal year 2023-24 and
2424 $18,000,000 in fiscal year 2024-25. Under the bill, DOJ must also annually provide
2525 a grant to a nonstate entity to provide ongoing training and technical assistance to
2626 the recipients of the grants under current law in order to enhance the services to the
2727 victims.
2828 Under current law, the Department of Children and Families awards grants to
2929 nonprofit or public organizations that provide domestic abuse services. This bill
3030 increases the amount for such grants by $7,000,000 in fiscal year 2023-24 and
3131 $18,000,000 in fiscal year 2024-25.
3232 Under current law, DOJ must provide $17,000 in each fiscal year to specified
3333 child advocacy centers for education, training, medical advice, and quality assurance
3434 activities. This bill increases the amount to $150,000 in each fiscal year and changes
3535 the purpose so that the funds are to enhance the multidisciplinary response to

4343 suspected child maltreatment. The bill adds two centers as recipients, the Lakeshore
4444 Regional Child Advocacy Center in Ozaukee County and Child Advocacy Centers of
4545 Wisconsin, and updates the names of the centers that are designated recipients
4646 under current law.

4949 The people of the state of Wisconsin, represented in senate and assembly, do
5050 enact as follows:
5151 SECTION 1. 165.93 (2) (b) (intro.) of the statutes is amended to read:
5252 165.93 (2) (b) (intro.) An organization is eligible to apply for and receive a grant
5353 under this section subsection if the organization meets all of the following criteria:
5454 SECTION 2. 165.93 (2) (b) 3. of the statutes is amended to read:
5555 165.93 (2) (b) 3. The organization does not receive more than 70 percent of its
5656 operating budget from grants under this section subsection.
5757 SECTION 3. 165.93 (2) (c) (intro.) of the statutes is amended to read:
5858 165.93 (2) (c) (intro.) Whenever the department reviews applications for grants
5959 under this section subsection, the department shall consider all of the following:
6060 SECTION 4. 165.93 (2c) of the statutes is created to read:
6161 165.93 (2c) GRANTS FOR TRAINING AND TECHNICAL ASSISTANCE. (a) From the
6262 appropriation under s. 20.455 (5) (e), the department shall provide an annual grant
6363 to a nonstate entity to provide ongoing training and technical assistance on a
6464 statewide level to grant recipients under sub. (2) for the purpose of enhancing
6565 services for sexual assault victims.
6666 (b) An entity that receives a grant under this subsection shall report all of the
6767 following information to the department for each fiscal year covered by the grant:
6868 1. The total expenditures that the entity made to provide training and technical
6969 assistance to grant recipients under sub. (2).
