1111 AN ACT to create 943.23 (1) (b) 2m. of the statutes; relating to: removing a
1212 catalytic converter without consent and providing a penalty.

1414 This bill makes it a Class I felony to remove the catalytic converter from a
1515 vehicle without the owner's consent. A Class I felony is punishable by a fine of up
1616 to $10,000 or imprisonment for up to three years and six months, or both.
1717 Under current law, it is a Class I felony to remove a major part of a vehicle
1818 without the consent of the owner. All of the following are considered a major part of
1919 a vehicle: the engine, transmission, doors, hood, grille, bumper, front fenders, deck
2020 lid, tailgate or hatchback, rear quarter panels, trunk floor pan, frame or supporting
2121 structure which serves as the frame, or any other part of the vehicle which has a
2222 value exceeding $500. This bill adds catalytic converters to the list of parts that are
2323 a major part of the vehicle.
2424 The people of the state of Wisconsin, represented in senate and assembly, do
2525 enact as follows:
2626 SECTION 1. 943.23 (1) (b) 2m. of the statutes is created to read:
2727 943.23 (1) (b) 2m. The catalytic converter.
