4-AN ACT to repeal 20.192 (1) (ar); and to create 20.192 (1) (ar) of the statutes; relating to: a technology and innova-

6-The people of the state of Wisconsin, represented in
7-senate and assembly, do enact as follows:
8-SECTION 1.  20.005 (3) (schedule) of the statutes:  at the appropriate place, insert the following amounts
9-for the purposes indicated:

15-SECTION 2.  20.192 (1) (ar) of the statutes is created
16-to read:
17-20.192 (1) (ar)  Regional technology and innovation
18-hub grant.  Biennially, the amounts in the schedule for the
19-grant to BioForward, Inc., under 2023 Wisconsin Act ....
20-(this act), section 4 (1).
21-SECTION 3.  20.192 (1) (ar) of the statutes, as created
22-by 2023 Wisconsin Act .... (this act), is repealed.
23-SECTION 4.0Nonstatutory provisions.
24-(1)  REGIONAL TECHNOLOGY AND INNOVATION HUB
25-GRANT.
26-(a)  The Wisconsin Economic Development Corpora-
27-tion shall provide sponsorship funding for purposes of
28-this state’s designation as a regional technology and inno-
29-vation hub under 15 USC 3722a.  The funding shall be in
30-the form of a grant of $7,500,000 awarded to BioFor-
31-ward, Inc., in its capacity as the lead consortium member
32-of the consortium formed for purposes of this state’s fed-
33-eral designation as a regional technology and innovation
34-hub.  The grant awarded under this subsection is not sub-
35-ject to s. 238.03 (3) (a).
36-(b)  To the extent consistent with the purposes of a
37-federal grant awarded under 15 USC 3722a (f), BioFor-
38-ward, Inc., shall expend all grant moneys for the follow-
39-ing projects:
40-1.  The establishment in this state of a clinical work
41-flow and supply chain support center for image−guided
42-therapies and theranostics.
43-2.  The construction of expanded shared lab space at
44-Forward BIOLABS, Inc., the construction of new For-
45-ward BIOLABS, Inc., lab space, and the development of
46-lab−related programming and support for the expansion
47-of Forward BIOLABS, Inc.

50-3.  The development of a program that provides sup-
51-port for manufacturing and supply chain companies in
52-this state to develop apprenticeship programs and the
53-development of incentives for employers in this state to
54-engage apprentices in high−demand industry sectors.
55-(2)  REPORTS.  Annually, for 3 years beginning with the
56-first year after the grant is awarded under sub. (1), the Wis-
57-consin Economic Development Corporation and BioFor-
58-ward, Inc., shall submit a joint report to the joint commit-
59-tee on finance detailing all uses of the grant moneys.
60-SECTION 5.0Fiscal changes.
61-(1)  In the schedule under s. 20.005 (3) for the appro-
62-priation to the joint committee on finance under s.
63-20.865 (4) (a), the dollar amount for fiscal year 2023−24
64-is increased by $7,500,000 for the grant to BioForward,
65-Inc., under SECTION 4 (1) of this act.  No moneys may be
66-released under this subsection unless the consortium
67-specified in SECTION 4 (1) of this act is awarded a federal
68-grant under 15 USC 3722a (f).
69-SECTION 6.0Effective dates.  This act takes effect on
70-the day after publication, except as follows:
71-(1)  The repeal of s. 20.192 (1) (ar) takes effect on
72-July 1, 2025.

16+This bill provides $7,500,000 in funding for a grant to BioForward, Inc., in its
17+capacity as the lead consortium member of a consortium formed for purposes of
18+Wisconsin's designation by the federal government as a regional technology and
19+innovation hub eligible for a federal regional technology and innovation hub grant.
20+Under the bill, grant moneys may be expended for the following projects, but only to
21+the extent consistent with the purposes of such federal grant and only if the federal
22+grant is actually awarded:
23+1. The establishment in Wisconsin of a clinical work flow and supply chain
24+support center for image-guided therapies and theranostics.
25+2. The construction of expanded shared lab space at Forward BIOLABS, Inc.,
26+the construction of new Forward BIOLABS, Inc., lab space, and the development of
27+lab-related programming and support for the expansion of Forward BIOLABS, Inc.
28+3. The development of a program that provides support for manufacturing and
29+supply chain companies in Wisconsin to develop apprenticeship programs and the
30+development of incentives for Wisconsin employers to engage apprentices in
31+high-demand industry sectors.
32+The bill requires that the Wisconsin Economic Development Corporation and
33+BioForward, Inc., submit a joint report to the Joint Committee on Finance, annually
34+for three years, that details all uses of the grant moneys.
