2023 SENATE BILL 93 
The bill creates grant programs for technical college and tribal college students who have undertaken an 
apprenticeship program in conjunction with their course of study. The programs are administered by 
the Wisconsin Technical College System (WTCS) and the Higher Educational Aids Board (HEAB), 
respectively. WTCS and HEAB may award grants of up to $1,500 per student or the student’s actual 
materials expenses for the apprenticeship program, whichever is less. A student must submit the 
following items to the board in order to be considered for a grant: 
 A recommendation form signed by the student’s apprenticeship employer or another person in the 
trades. 
 A statement of how the award would help the student complete the student’s apprenticeship 
program. 
 A statement signed by the student certifying all of the following: 
o That the student will be enrolled in the apprenticeship program in the following semester. 
o That the student will use the grant award to pay for materials expenses, such as the cost of tools, 
equipment, and clothing, that are directly related to the apprenticeship program. 
WTCS and HEAB may not award a grant to a student under the program unless they have verified the 
student’s employment in an apprenticeship program in the semester in which the grant is made. 
The bill appropriates $21,000 to HEAB and $100,000 to WTCS in 2023-24 and 2024-25 for the 
purposes of paying the grants. 
SENATE SUBSTITUTE AMENDMENT 1 
The substitute amendment removes the appropriations made under ss. 20.235 and 20.292, Stats., from 
the original bill. It also removes the original effective date which refers to the publication of the 2023 
budget act.
