1111 AN ACT to create 20.235 (1) (kg), 20.292 (1) (fc), 20.505 (8) (hm) 13t., 38.04 (34)
1212 and 39.381 of the statutes; relating to: grants to technical college and tribal
1313 college students for apprenticeship expenses and making an appropriation.

1515 This bill creates grant programs under which the Technical College System
1616 Board and Higher Educational Aids Board may award grants of up to $1,500 to
1717 technical college students and tribal college students, respectively, who have
1818 undertaken an apprenticeship program in conjunction with their course of
1919 instruction at the technical college or tribal college.  These grants may be awarded
2020 only to pay for the students' actual materials expenses, such as the cost of tools,
2121 equipment, and clothing, associated with the apprenticeship program.  Among the
2222 requirements for a student to be eligible for a grant, the student must be enrolled in
2323 the apprenticeship program in the semester in which the grant is made and in the
2424 following semester.
2525 For further information see the state and local fiscal estimate, which will be
2626 printed as an appendix to this bill.
2727 The people of the state of Wisconsin, represented in senate and assembly, do
2828 enact as follows:
2929 SECTION 1. 20.005 (3) (schedule) of the statutes:  at the appropriate place, insert
3030 the following amounts for the purposes indicated:

4646 SECTION 2. 20.235 (1) (kg) of the statutes is created to read:
4747 20.235 (1) (kg)  Apprenticeship grants for tribal college students.  The amounts
4848 in the schedule for grants to tribal college students under s. 39.381.  All moneys
4949 transferred from the appropriation account under s. 20.505 (8) (hm) 13t. shall be
5050 credited to this appropriation account.  Notwithstanding s. 20.001 (3) (a), the
5151 unencumbered balance on June 30 of each year shall revert to the appropriation
5252 account under s. 20.505 (8) (hm).
5353 SECTION 3. 20.292 (1) (fc) of the statutes is created to read:
5454 20.292 (1) (fc)  Student apprenticeship grants.  The amounts in the schedule for
5555 grants to technical college students under s. 38.04 (34).
5656 SECTION 4. 20.505 (8) (hm) 13t. of the statutes is created to read:
5757 20.505 (8) (hm) 13t.  The amount transferred to s. 20.235 (1) (kg) shall be the
5858 amount in the schedule under s. 20.235 (1) (kg).
5959 SECTION 5. 38.04 (34) of the statutes is created to read:
6060 38.04 (34)  STUDENT APPRENTICESHIP GRANTS.  (a)  In this subsection,
6161 “apprenticeship program” has the meaning given in s. 106.001 (4).

8989 (b)  From the appropriation under s. 20.292 (1) (fc), the board shall award grants
9090 to students enrolled in technical colleges who have undertaken an apprenticeship
9191 program in conjunction with their course of instruction at the technical college.
9292 Grants may be awarded only to pay for the students' actual materials expenses, such
9393 as the cost of tools, equipment, and clothing, associated with the apprenticeship
9494 program.  Grants may not exceed $1,500 per student or the student's actual
9595 materials expenses, whichever is less.
9696 (c)  The board may not award a grant to a student under this subsection unless
9797 the student's application submitted to the board includes all of the following:
9898 1.  A recommendation form signed by the student's apprenticeship employer or
9999 another person in the trades.
100100 2.  A statement of how the award would help the student complete the student's
101101 apprenticeship program.
102102 3.  A statement signed by the student certifying all of the following:
103103 a.  That the student will be enrolled in the apprenticeship program in the
104104 following semester.
105105 b.  That the student will use the grant award to pay for materials expenses, such
106106 as the cost of tools, equipment, and clothing, that are directly related to the
107107 apprenticeship program.
108108 (d)  The board may not award a grant to a student under this subsection unless
109109 the board has verified the student's enrollment in the apprenticeship program in the
110110 semester in which the grant award is made.
111111 (e)  The board may not award grants under this subsection totaling more than
112112 $100,000 in any academic year.

139139 (f)  The board may structure the grants awarded under this subsection to create
140140 incentives for completing apprenticeship programs.
141141 SECTION 6. 39.381 of the statutes is created to read:
142142 39.381  Apprenticeship grants for tribal college students.  (1)  In this
143143 section:
144144 (a)  “Apprenticeship program” has the meaning given in s. 106.001 (4).
145145 (b)  “Tribal college" has the meaning given in s. 39.382 (1) (d).
146146 (2)  From the appropriation under s. 20.235 (1) (kg), the board shall award
147147 grants to students enrolled in tribal colleges who have undertaken an apprenticeship
148148 program in conjunction with their course of instruction at the tribal college.  Grants
149149 may be awarded only to pay for the students' actual materials expenses, such as the
150150 cost of tools, equipment, and clothing, associated with the apprenticeship program.
151151 Grants may not exceed $1,500 per student or the student's actual materials
152152 expenses, whichever is less.
153153 (3)  The board may not award a grant to a student under this section unless the
154154 student's application submitted to the board includes all of the following:

189189 2.  That the student will use the grant award to pay for materials expenses, such
190190 as the cost of tools, equipment, and clothing, that are directly related to the
191191 apprenticeship program.
192192 (4)  The board may not award a grant to a student under this section unless the
193193 board has verified the student's enrollment in the apprenticeship program in the
194194 semester in which the grant award is made.
195195 (5)  The board may not award grants under this section totaling more than
196196 $21,000 in any academic year.
197197 (6)  The board may structure the grants awarded under this section to create
198198 incentives for completing apprenticeship programs.
199199 SECTION 7.0Effective date.
200200 (1)  This act takes effect on the day after publication, or on the 2nd day after
201201 publication of the 2023 biennial budget act, whichever is later.
