Further, the bill requires provision of instruction on the dynamics of exploitation and recognition and reporting of suspected human trafficking as a condition of licensure of such schools. SENATE AMENDMENT 1 With respect to the consultation described above, DOJ must, more specifically, consult with the Technical College System Board, the Department of Safety and Professional Services (DSPS), and the Cosmetology Examining Board. Senate Amendment 1 removes DSPS from the list of agencies with whom the bill directs DOJ to consult. Also among its provisions, Senate Bill 960 directs DSPS to require the provision of instruction in recognition and reporting of human trafficking as a condition that must be satisfied prior to licensure as a school of barbering. Senate Amendment 1 revises the manner in which this instruction directive is written, to remove the phrase “DSPS shall require” and instead state more directly that a school of barbering must provide instruction in recognition and reporting of human trafficking, as identified by DOJ.
