AN ACT to create 165.715, 440.62 (3) (ag) 4m., 440.62 (3) (ar) 7m., 440.62 (4) (a)
2m., 440.62 (4) (b) 2m., 440.62 (4) (c) 2m., 440.62 (5) (b) 1m. and 440.62 (5) (b)
2m. of the statutes; relating to: instruction on human trafficking in licensed
schools of barbering, schools of cosmetology, and specialty schools.
Analysis by the Legislative Reference Bureau
This bill requires the Department of Justice, in consultation with the Technical
College System Board, the Department of Safety and Professional Services, and the
Cosmetology Examining Board, to identify and establish industry specific materials
for use in providing instruction to students in schools of barbering, schools of
cosmetology, and specialty schools in the recognition and reporting of human
trafficking. Specialty schools are establishments that offer instruction in aesthetics,
electrology, or manicuring.  Further, under the bill, DSPS and the Cosmetology
Examining Board must require that schools of barbering, schools of cosmetology, and
specialty schools provide instruction on the dynamics of exploitation including
vulnerabilities that put people at risk of being trafficked and how to recognize and
report suspected human trafficking as identified by DOJ under the bill.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

SECTION 1 SENATE BILL 960
SECTION 1.  165.715 of the statutes is created to read:
165.715 Prevention of human trafficking. The department of justice, in
consultation with the technical college system board, the department of safety and
professional services, and the cosmetology examining board, shall, no later than one
year following the effective date of this section .... [LRB insert date], identify and
establish industry specific materials for use in providing instruction to students in
schools of barbering licensed under s. 440.62 (3) (ag), schools of cosmetology licensed
under s. 440.62 (3) (ar), and specialty schools licensed under s. 440.62 (4) in the
recognition and reporting of human trafficking, including both sex trafficking and
labor trafficking.
SECTION 2.  440.62 (3) (ag) 4m. of the statutes is created to read:
440.62 (3) (ag) 4m.  Satisfies the requirements for schools of barbering
established under sub. (5) (b) 2m.
SECTION 3.  440.62 (3) (ar) 7m. of the statutes is created to read:
440.62 (3) (ar) 7m.  Satisfies the requirements for schools of cosmetology
established under sub. (5) (b) 1m.
SECTION 4.  440.62 (4) (a) 2m. of the statutes is created to read:
440.62 (4) (a) 2m.  Satisfies the requirements for specialty schools established
under sub. (5) (b) 1m.
SECTION 5.  440.62 (4) (b) 2m. of the statutes is created to read:
440.62 (4) (b) 2m.  Satisfies the requirements for specialty schools established
under sub. (5) (b) 1m.
SECTION 6.  440.62 (4) (c) 2m. of the statutes is created to read:

SECTION 7.  440.62 (5) (b) 1m. of the statutes is created to read:
440.62 (5) (b) 1m.  The cosmetology examining board shall require that schools
of cosmetology and specialty schools provide instruction on the dynamics of
exploitation including vulnerabilities that put people at risk of being trafficked and
how to recognize and report suspected human trafficking as identified by the
department of justice under s. 165.715.
SECTION 8.  440.62 (5) (b) 2m. of the statutes is created to read:
440.62 (5) (b) 2m.  The department shall require that schools of barbering
provide instruction on the dynamics of exploitation including vulnerabilities that
put people at risk of being trafficked and how to recognize and report suspected
human trafficking as identified by the department of justice under s. 165.715.
