1414 Analysis by the Legislative Reference Bureau
1515 This bill requires the Department of Justice, in consultation with the Technical
1616 College System Board, the Department of Safety and Professional Services, and the
1717 Cosmetology Examining Board, to identify and establish industry specific materials
1818 for use in providing instruction to students in schools of barbering, schools of
1919 cosmetology, and specialty schools in the recognition and reporting of human
2020 trafficking. Specialty schools are establishments that offer instruction in aesthetics,
2121 electrology, or manicuring. Further, under the bill, DSPS and the Cosmetology
2222 Examining Board must require that schools of barbering, schools of cosmetology, and
2323 specialty schools provide instruction on the dynamics of exploitation including
2424 vulnerabilities that put people at risk of being trafficked and how to recognize and
2525 report suspected human trafficking as identified by DOJ under the bill.

2828 The people of the state of Wisconsin, represented in senate and assembly, do

3535 SECTION 1 SENATE BILL 960
3636 SECTION 1. 165.715 of the statutes is created to read:
3737 165.715 Prevention of human trafficking. The department of justice, in
3838 consultation with the technical college system board, the department of safety and
3939 professional services, and the cosmetology examining board, shall, no later than one
4040 year following the effective date of this section .... [LRB insert date], identify and
4141 establish industry specific materials for use in providing instruction to students in
4242 schools of barbering licensed under s. 440.62 (3) (ag), schools of cosmetology licensed
4343 under s. 440.62 (3) (ar), and specialty schools licensed under s. 440.62 (4) in the
4444 recognition and reporting of human trafficking, including both sex trafficking and
4545 labor trafficking.
