12	12	2m. of the statutes; relating to: instruction on human trafficking in licensed
13	13	schools of barbering, schools of cosmetology, and specialty schools.
14	14	Analysis by the Legislative Reference Bureau
15	15	This bill requires the Department of Justice, in consultation with the Technical
16	16	College System Board, the Department of Safety and Professional Services, and the
17	17	Cosmetology Examining Board, to identify and establish industry specific materials
18	18	for use in providing instruction to students in schools of barbering, schools of
19	19	cosmetology, and specialty schools in the recognition and reporting of human
20	20	trafficking. Specialty schools are establishments that offer instruction in aesthetics,
21	21	electrology, or manicuring. Further, under the bill, DSPS and the Cosmetology
22	22	Examining Board must require that schools of barbering, schools of cosmetology, and
23	23	specialty schools provide instruction on the dynamics of exploitation including
24	24	vulnerabilities that put people at risk of being trafficked and how to recognize and
25	25	report suspected human trafficking as identified by DOJ under the bill.

28	28	The people of the state of Wisconsin, represented in senate and assembly, do
29	29	enact as follows:

35	35	SECTION 1 SENATE BILL 960
36	36	SECTION 1. 165.715 of the statutes is created to read:
37	37	165.715 Prevention of human trafficking. The department of justice, in
38	38	consultation with the technical college system board, the department of safety and
39	39	professional services, and the cosmetology examining board, shall, no later than one
40	40	year following the effective date of this section .... [LRB insert date], identify and
41	41	establish industry specific materials for use in providing instruction to students in
42	42	schools of barbering licensed under s. 440.62 (3) (ag), schools of cosmetology licensed
43	43	under s. 440.62 (3) (ar), and specialty schools licensed under s. 440.62 (4) in the
44	44	recognition and reporting of human trafficking, including both sex trafficking and
45	45	labor trafficking.
46	46	SECTION 2. 440.62 (3) (ag) 4m. of the statutes is created to read:
47	47	440.62 (3) (ag) 4m. Satisfies the requirements for schools of barbering
48	48	established under sub. (5) (b) 2m.

90	90	SECTION 7. 440.62 (5) (b) 1m. of the statutes is created to read:
91	91	440.62 (5) (b) 1m. The cosmetology examining board shall require that schools
92	92	of cosmetology and specialty schools provide instruction on the dynamics of
93	93	exploitation including vulnerabilities that put people at risk of being trafficked and
94	94	how to recognize and report suspected human trafficking as identified by the
95	95	department of justice under s. 165.715.
96	96	SECTION 8. 440.62 (5) (b) 2m. of the statutes is created to read:
97	97	440.62 (5) (b) 2m. The department shall require that schools of barbering
98	98	provide instruction on the dynamics of exploitation including vulnerabilities that
99	99	put people at risk of being trafficked and how to recognize and report suspected
100	100	human trafficking as identified by the department of justice under s. 165.715.
