9	9	AN ACT to repeal 29.016 (4); and to create 29.016 (4) of the statutes; relating
10	10	to: the regulation of deer hunting in the northern forest zone.

12	12	This bill imposes certain restrictions on the Department of Natural Resources's
13	13	regulation of deer hunting in the northern forest zone deer management area.
14	14	Specifically, the bill prohibits DNR from establishing an open season for hunting
15	15	deer in the northern forest zone during which only the hunting of antlerless deer is
16	16	authorized. In addition, the bill prohibits DNR from issuing authorizations to kill
17	17	antlerless deer in the northern forest zone.
18	18	The bill prohibits DNR from issuing to a person more than one authorization
19	19	to kill an antlered deer in the northern forest zone during either an open season for
20	20	hunting deer with a muzzle-loading firearm or an open season for hunting deer with
21	21	a firearm. However, the bill provides that if a person is issued such an authorization
22	22	but does not use it for the season for which it was issued, the person may use it during
23	23	the other season.
24	24	Similarly, the bill prohibits DNR from issuing a person more than one
25	25	authorization to kill an antlered deer in the northern forest zone during either an
26	26	open season for hunting deer with a bow and arrow or an open season for hunting
27	27	deer with a crossbow. If a person is issued such an authorization but does not use
28	28	it during the season for which it was issued, the person may use it during the other
29	29	season.

34	34	The bill sunsets these restrictions after four years.
35	35	The people of the state of Wisconsin, represented in senate and assembly, do
36	36	enact as follows:
37	37	SECTION 1. 29.016 (4) of the statutes is created to read:
38	38	29.016 (4) If the department establishes a northern forest zone as a deer
39	39	management area, all of the following apply to the regulation of deer hunting in the
40	40	northern forest zone:
41	41	(a) The department may not establish an open season for hunting deer in the
42	42	northern forest zone during which only the hunting of antlerless deer is authorized.
43	43	(b) The department may not issue authorizations to kill antlerless deer in the
44	44	northern forest zone.
45	45	(c) The department may not issue to a person more than one authorization to
46	46	kill an antlered deer in the northern forest zone during either an open season for
47	47	hunting deer with a muzzle-loading firearm or an open season for hunting deer with
48	48	a firearm. If a person is issued an authorization to kill an antlered deer in the
49	49	northern forest zone during an open season for hunting deer with a muzzle-loading
50	50	firearm but does not use the authorization, the person may use the authorization
51	51	during an open season for hunting deer with a firearm in the northern forest zone,
52	52	and vice versa.
53	53	(d) The department may not issue to a person more than one authorization to
54	54	kill an antlered deer in the northern forest zone during either an open season for
55	55	hunting deer with a bow and arrow or an open season for hunting deer with a
56	56	crossbow. If a person is issued an authorization to kill an antlered deer in the
57	57	northern forest zone during an open season for hunting deer with a bow and arrow

84	84	open season for hunting deer with a crossbow in the northern forest zone, and vice
85	85	versa.
86	86	SECTION 2. 29.016 (4) of the statutes, as created by 2023 Wisconsin Act .... (this
87	87	act), is repealed.
88	88	SECTION 3.0Initial applicability.
89	89	(1) The creation of s. 29.016 (4) first applies to an application for a hunting
90	90	approval submitted on the effective date of this subsection.
91	91	SECTION 4.0Effective dates. This act takes effect on the day after publication,
92	92	except as follows:
93	93	(1) The repeal of s. 29.016 (4) takes effect on the first day of the 49th month
94	94	beginning after publication.
