15	15	Whereas, International Transgender Day of Visibility, which occurs annually
16	16	on March 31, is a day set aside to acknowledge, celebrate, and elevate transgender
17	17	and nonbinary people across the world and here in Wisconsin; and
18	18	Whereas, transgender and nonbinary individuals have achieved many great
19	19	successes in fighting discrimination and continue in their efforts towards equality
20	20	and fairness by combating indignity with dignity; and
21	21	Whereas, the stories of our transgender and nonbinary neighbors show us that
22	22	perseverance can lead to systemic change and better conditions for all; and
23	23	Whereas, transgender and nonbinary Wisconsinites work hard to help other
24	24	transgender and nonbinary people acquire access to health care, to improve others'
25	25	mental and physical well-being, to raise awareness of issues affecting
26	26	gender-nonconforming people of color, and to prevent the spread of HIV and AIDS;

46	46	Whereas, transgender and nonbinary Wisconsinites in the armed forces serve
47	47	our country with bravery and work to improve civil rights and health care for other
48	48	transgender and nonbinary military service members; and
49	49	Whereas, transgender and nonbinary elected officials and candidates for office
50	50	provide examples of courage and confidence in pursuing their values through
51	51	political engagement and encouraging others to do so as well; and
52	52	Whereas, transgender and nonbinary performers bring authenticity to the
53	53	stage and screen and demonstrate the importance of representation by sharing their
54	54	lived experiences; and
55	55	Whereas, transgender and nonbinary Wisconsinites advocate for others by
56	56	creating resources, trainings, and outreach materials to improve the visibility and
57	57	inclusion of the transgender and nonbinary community, as well as helping others
58	58	access and navigate gender-affirming services; and
59	59	Whereas, Diverse and Resilient, FORGE, SHEBA, the Wisconsin Transgender
60	60	Health Coalition, GSAFE, the Human Rights Campaign, Fair Wisconsin, and other
61	61	organizations across our state have dedicated their efforts to supporting the
62	62	transgender and nonbinary community, showing the strength of collective action and
63	63	building a more inclusive Wisconsin; and
64	64	Whereas, everyone has a role to play in making our communities places where
65	65	transgender and nonbinary people are welcomed and supported and have the
66	66	opportunity to thrive; and
67	67	Whereas, our transgender and nonbinary neighbors in Wisconsin have shown
68	68	great strength in the face of adversity and empower others to explore and embrace
69	69	their full selves by living their truth; now, therefore, be it

97	97	Resolved by the senate, the assembly concurring, That the Wisconsin
98	98	Legislature does hereby recognize and proclaim March 31, 2023, to be Wisconsin's
