2023 SENATE JOINT RESOLUTIO N 91
November 15, 2023 - Introduced by Senators JAMES, MARKLEIN and NASS,
cosponsored by Representatives TRANEL, ARMSTRONG, DITTRICH, HURD,
MAGNAFICI, MURPHY, MURSAU, NOVAK, OLDENBURG, PENTERMAN, SCHMIDT and

Relating to: supporting Wisconsin agricultural autonomy and food security.
Whereas, the state of Wisconsin has a rich and storied history of agricultural
production and a thriving agricultural industry; and
Whereas, agriculture is the second largest industry in Wisconsin—contributing
approximately $105 billion to the state's economy—and a significant driver of
national and international exportation of agricultural products; and
Whereas, the agricultural sector plays a pivotal role in furnishing nutritious
food and other resources to the population; and
Whereas, certain states have enacted laws imposing production standards and
criteria for agricultural products that prohibit the sale of agricultural products that
do not conform to these arbitrary requirements; and
Whereas, such laws can have significant repercussions, potentially
destabilizing the U.S. food supply chain and hindering agricultural product sales;

Whereas, laws that dictate agricultural practices and prohibit product sales
that fall outside of these requirements can result in excessive financial burdens on
farmers, have a detrimental impact on out-of-state producers, introduce
competitive disparities, increase farm closures, and develop an unmanageable
patchwork of agricultural markets obstructing the free flow of goods throughout the
United States; now, therefore, be it
Resolved by the senate, the assembly concurring, That the Wisconsin
Legislature reaffirms its commitment to uphold farmers' right to establish
appropriate protocols for agricultural practices that align with the needs of their
farms; and, be it further
Resolved, That the Wisconsin Legislature steadfastly supports the
continuance of national commodity markets that permit farmers to sell their
agricultural products in any state.
