1111 AN ACT to affect 2023 Wisconsin Act 126, section 35 (1) and 2023 Wisconsin Act
1212 126, section 35 (1m); relating to: the effective date of certain provisions
1313 contained in 2023 Wisconsin Act 126.
1414 Analysis by the Legislative Reference Bureau
1515 2023 Wisconsin Act 126 included all of the following provisions relating to
1616 campaigns and elections:
1717 1. Prohibits public access to records that contain the personally identifiable
1818 information of election officials or election registration officials other than the
1919 official[s name and city and state of residence.
2020 2. Makes it a Class I felony to intentionally cause bodily harm to an election
2121 official, election registration official, county clerk, or municipal clerk who is acting
2222 in his or her official capacity.
2323 3. Provides whistleblower protection for municipal clerks, county clerks, and
2424 election officials who witness and report election fraud or irregularities.
2525 4. Prohibits employment discrimination against a municipal clerk, county
2626 clerk, or election official because the clerk or election official lawfully reported, or is
2727 believed to have reported, witnessing what the clerk or election official reasonably
2828 believed to be election fraud or irregularities.
2929 5. Requires all committees, political parties, and conduits to register with,
3030 and submit campaign finance reports to, the Ethics Commission through the
3131 commission[s campaign finance information system (CFIS).

3939 Act 126 is scheduled to take effect on July 1, 2025. This bill changes the
4040 effective date to December 1, 2027, with respect filings with the Ethics Commission
4141 through CFIS. All other provisions contained in Act 126 remain effective July 1,
4242 2025.
4343 The people of the state of Wisconsin, represented in senate and assembly, do
4444 enact as follows:
4545 SECTION 1. 2023 Wisconsin Act 126, section 35 (1) is renumbered 2023
4646 Wisconsin Act 126, section 35 and amended to read:
4747 [2023 Wisconsin Act 126] Section 35 This act takes effect on July 1, 2025.,
4848 except as follows:
4949 SECTION 2. 2023 Wisconsin Act 126, section 35 (1m) is created to read:
