AN ACT to renumber 66.0628 (1) (a); to create 66.0628 (1) (ag) and 66.0628 (2s) 
of the statutes; relating to: local building permit fees for certain 
improvements of residences of disabled veterans.
Analysis by the Legislative Reference Bureau
This bill requires a political subdivision to reduce the fee it charges for a 
building permit by 75 percent or $500, whichever reduction is less, if the permit is 
for improvements to the primary residence of a disabled veteran, the improvements 
are necessary to accommodate a disability of the disabled veteran, and the 
residence is owned by the disabled veteran or a caretaker of the disabled veteran.

The people of the state of Wisconsin, represented in senate and assembly, do 
enact as follows:
SECTION 1. 66.0628 (1) (a) of the statutes is renumbered 66.0628 (1) (as).
SECTION 2. 66.0628 (1) (ag) of the statutes is created to read:
66.0628 (1) (ag)  XDisabled veteranY has the meaning given in s. 45.437 (1).

SECTION 3. 66.0628 (2s) of the statutes is created to read:
66.0628 (2s) (a)  A political subdivision shall reduce by 75 percent or $500, 
whichever reduction is less, any fee it charges for a building permit if all of the 
following apply:
1. The permit is for improvements to the primary residence of a disabled 
veteran.
2. The improvements under subd. 1. are necessary to accommodate a 
disability of the disabled veteran.
3. The residence under subd. 1. is owned by the disabled veteran or a 
caretaker of the disabled veteran.
(b) A political subdivision may require proof of all of the following before 
providing a fee reduction under par. (a):
1.  That the disabled veteran satisfies the definition of disabled veteran under 
s. 45.437 (1).
2.  That the residence is the primary residence of the disabled veteran.
3.  That the improvements are necessary to accommodate a disability of the 
disabled veteran.
4.  That the residence is owned by the disabled veteran or a caretaker of the 
disabled veteran.
