1010 1 AN ACT relating to administration of government; requiring

1313 4 reporting and recommendations; providing an appropriation;

2121 12 (a) There is appropriated seven hundred fifty
2222 13 thousand dollars ($750,000.00) from funds deposited in the
2323 14 highway fund under W.S. 39‑17111(d)(iv) to the governor's
2424 15 office for purposes of conducting an efficiency study of
2525 16 the department of transportation in accordance with this 2025STATE OF WYOMING25LSO-02942HB0034
2626 1 section. Funds appropriated under this section shall not be
2727 2 distributed to the governor's office before April 1, 2025
2828 3 and only if this bill becomes effective under section 2 of
2929 4 this act. The study funded by this appropriation shall:

3131 6 (i) Be conducted by an independent third party;

3333 8 (ii) Be conducted in consultation with the joint
3434 9 transportation, highways and military affairs interim
3535 10 committee;

3737 12 (iii) Evaluate the department of
3838 13 transportation's rules, policies and procedures;

4040 15 (iv) Review the department of transportation's
4141 16 staffing and resources and the distribution and number of
4242 17 staff and resources around the state of Wyoming;

4444 19 (v) Review the department of transportation's
4545 20 design and construction practices and technologies,
4646 21 including the department's standard specifications for
4747 22 engineering;

4949 2 employees of the department of transportation asking for
5050 3 employees to identify areas for increasing efficiencies
5151 4 within the department;

5353 6 (vii) Determine whether efficiencies or cost
5454 7 savings can be gained;

5656 9 (viii) Provide recommendations for the
5757 10 department of transportation to achieve the efficiencies
5858 11 identified in paragraphs (vi) and (vii) of this subsection;

6060 13 (ix) Include a final report, containing the
6161 14 potential efficiencies identified, recommendations to
6262 15 achieve those efficiencies and any recommendations for
6363 16 changes to statute, rule, policy or procedure to the
6464 17 governor, the department of transportation and the joint
6565 18 transportation, highways and military affairs interim
6666 19 committee not later than July 1, 2026.

7070 2 act is effective immediately upon completion of all acts
7171 3 necessary for a bill to become law as provided by Article
7272 4 4, Section 8 of the Wyoming Constitution.

7676 8 (i) 2025 House Bill 0029 is enacted into law;

7979 11 (ii) 2025 House Bill 0033 is enacted into law.
