2025 STATE OF WYOMING 25LSO-02941HB0034 HOUSE BILL NO. HB0034 Department of transportation-efficiency study. Sponsored by: Joint Transportation, Highways & Military Affairs Interim Committee A BILL for 1 AN ACT relating to administration of government; requiring 2 an efficiency study by an independent third party to 3 evaluate the department of transportation; requiring 4 reporting and recommendations; providing an appropriation; 5 specifying contingencies; and providing for effective 6 dates. 7 8 9 10. 11 12 (a) There is appropriated seven hundred fifty 13 thousand dollars ($750,000.00) from funds deposited in the 14 highway fund under W.S. 39‑17111(d)(iv) to the governor's 15 office for purposes of conducting an efficiency study of 16 the department of transportation in accordance with this 2025STATE OF WYOMING25LSO-02942HB0034 1 section. Funds appropriated under this section shall not be 2 distributed to the governor's office before April 1, 2025 3 and only if this bill becomes effective under section 2 of 4 this act. The study funded by this appropriation shall: 5 6 (i) Be conducted by an independent third party; 7 8 (ii) Be conducted in consultation with the joint 9 transportation, highways and military affairs interim 10 committee; 11 12 (iii) Evaluate the department of 13 transportation's rules, policies and procedures; 14 15 (iv) Review the department of transportation's 16 staffing and resources and the distribution and number of 17 staff and resources around the state of Wyoming; 18 19 (v) Review the department of transportation's 20 design and construction practices and technologies, 21 including the department's standard specifications for 22 engineering; 23 2025STATE OF WYOMING25LSO-02943HB00341 (vi) Conduct an anonymous survey of all 2 employees of the department of transportation asking for 3 employees to identify areas for increasing efficiencies 4 within the department; 5 6 (vii) Determine whether efficiencies or cost 7 savings can be gained; 8 9 (viii) Provide recommendations for the 10 department of transportation to achieve the efficiencies 11 identified in paragraphs (vi) and (vii) of this subsection; 12 13 (ix) Include a final report, containing the 14 potential efficiencies identified, recommendations to 15 achieve those efficiencies and any recommendations for 16 changes to statute, rule, policy or procedure to the 17 governor, the department of transportation and the joint 18 transportation, highways and military affairs interim 19 committee not later than July 1, 2026. 20 21 22 2025STATE OF WYOMING25LSO-02944HB00341 (a) 2 act is effective immediately upon completion of all acts 3 necessary for a bill to become law as provided by Article 4 4, Section 8 of the Wyoming Constitution. 5 6 (b) This act shall only be effective if: 7 8 (i) 2025 House Bill 0029 is enacted into law; 9 and 10 11 (ii) 2025 House Bill 0033 is enacted into law. 12 13 (END)
