2020 11 (a) As used in this act:

2323 14 (i) "Newborn child" means as defined in W.S.

2525 2 (ii) "Newborn safety device" means a device
2626 3 installed at a safe haven provider where a newborn child
2727 4 can be safely placed and that alerts the personnel of the
2828 5 safe haven provider that a newborn child has been placed in
2929 6 the device;

3131 8 (iii) "Safe haven provider" means as defined in
3232 9 W.S. 14-11-102(a)(vii).

3434 11 (b) The department of family services shall establish
3535 12 and administer a grant program for the purpose of providing
3636 13 grants for safe haven providers to purchase newborn safety
3737 14 devices. The safe haven providers that receive grants under
3838 15 this act shall manage the newborn safety devices. Each safe
3939 16 haven provider shall receive not more than one (1) grant
4040 17 and one (1) newborn safety device.

4242 19 (c) The department of family services shall develop
4343 20 an application process for safe haven providers to apply
4444 21 for and receive grants to purchase newborn safety devices
4545 22 and shall review applications to determine eligibility. Any

4747 1 section pursuant to the application process established by
4848 2 the department of family services.

5050 4 (d) The temporary grant program shall terminate June
5151 5 30, 2026. Applications shall be received not later than
5252 6 March 1, 2026. No grants shall be awarded under this
5353 7 section after June 30, 2026.

5555 9 There is appropriated three hundred
5656 10 thousand dollars ($300,000.00) from the general fund to the
5757 11 department of family services for purposes of implementing
5858 12 this act. This appropriation shall be for the period
5959 13 beginning July 1, 2025 and ending June 30, 2026. This
6060 14 appropriation shall only be used to make grants to safe
6161 15 haven providers to purchase newborn safety devices, except
6262 16 that not more than one percent (1%) of this appropriation
6363 17 may be used for administrative expenses incurred pursuant
6464 18 to this act. This appropriation shall not be transferred or
6565 19 expended for any other purpose and any unexpended,
6666 20 unobligated funds remaining from this appropriation on June
6767 21 30, 2026 shall revert as provided by law.

7373 6 (a) Except as otherwise provided by subsection (b) of
7474 7 this section, this act is effective July 1, 2025.

7676 9 (b) Sections 3 and 4 of this act are effective
7777 10 immediately upon completion of all acts necessary for a
7878 11 bill to become law as provided by Article 4, Section 8 of
7979 12 the Wyoming Constitution.
