11	11	1 AN ACT relating to the administration of government;
12	12	2 creating the monument to America development and oversight
13	13	3 task force; providing duties of the task force; requiring a
14	14	4 report; providing appropriations; and providing for an
15	15	5 effective date.

21	21	11 (a) There is created the monument to America
22	22	12 development and oversight task force to consist of the
23	23	13 governor or the governor's designee, the tribal liaisons
24	24	14 appointed by the governor under W.S. 9-1-221, the speaker
25	25	15 of the house of representatives, the president of the 2025STATE OF WYOMING25LSO-01942HB0106
26	26	1 senate and any living former governor, former speaker of
27	27	2 the house of representatives or former president of the
28	28	3 senate who agrees to participate in the task force.

30	30	5 (b) The task force shall:

32	32	7 (i) Develop preliminary specifications, plans
33	33	8 and features for the monument to America in recognition of
34	34	9 the upcoming two hundred and fifty (250) year anniversary
35	35	10 of the signing of the Declaration of Independence. The
36	36	11 monument to America shall be similar in size and scope to
37	37	12 the Mount Rushmore national monument and shall feature
38	38	13 important historical American figures as recommended by the
39	39	14 task force including native American leaders. The
40	40	15 historical figures proposed for the monument shall include
41	41	16 important historical figures from the eighteenth,
42	42	17 nineteenth and twentieth centuries;

44	44	19 (ii) Determine a location for the monument to
45	45	20 America, with the objective of locating the monument on
46	46	21 school trust lands for the long‑term benefit of the common
47	47	22 school account within the permanent land fund;

49	49	2 location and administrative structure of the monument to
50	50	3 America to the governor, the joint appropriations committee
51	51	4 and the joint travel, recreation, wildlife and cultural
52	52	5 resources interim committee not later than July 4, 2026.

54	54	7 (c) The active legislative members of the task force
55	55	8 shall receive compensation, per diem and travel expenses in
56	56	9 the manner and amount prescribed by W.S. 28-5-101. Task
57	57	10 force members who are not active legislators and are not
58	58	11 state employees shall receive the compensation, per diem
59	59	12 and mileage paid to members of the Wyoming legislature
60	60	13 under W.S. 28-5-101.

62	62	15 (d) The task force shall be staffed by the department
63	63	16 of state parks and cultural resources. The department of
64	64	17 tourism and the state geologist shall provide assistance to
65	65	18 the task force at the request of the task force.

67	67	20 (e) The task force shall terminate June 30, 2027.

71	71	2 ($40,000.00) from the general fund to the governor's office
72	72	3 to pay compensation, mileage and per diem for
73	73	4 nonlegislative members of the task force. This
74	74	5 appropriation shall be for the period beginning with the
75	75	6 effective date of this act and ending June 30, 2027. This
76	76	7 appropriation shall not be transferred or expended for any
77	77	8 other purpose and any unexpended, unobligated funds
78	78	9 remaining from this appropriation shall revert as provided
79	79	10 by law on June 30, 2027.

81	81	12 (b) There is appropriated forty thousand dollars
82	82	13 ($40,000.00) from the general fund to the legislative
83	83	14 service office to pay for salary, mileage and per diem of
84	84	15 active legislative members appointed to the task force.
85	85	16 This appropriation shall be for the period beginning with
86	86	17 the effective date of this act and ending June 30, 2027.
87	87	18 This appropriation shall not be transferred or expended for
88	88	19 any other purpose and any unexpended, unobligated funds
89	89	20 remaining from this appropriation shall revert as provided
90	90	21 by law on June 30, 2027.

92	92	2 completion of all acts necessary for a bill to become law
93	93	3 as provided by Article 4, Section 8 of the Wyoming
