1111 1 AN ACT relating to the administration of government;
1212 2 creating the monument to America development and oversight
1313 3 task force; providing duties of the task force; requiring a
1414 4 report; providing appropriations; and providing for an

2121 11 (a) There is created the monument to America
2222 12 development and oversight task force to consist of the
2323 13 governor or the governor's designee, the tribal liaisons
2424 14 appointed by the governor under W.S. 9-1-221, the speaker

2626 1 senate and any living former governor, former speaker of
2727 2 the house of representatives or former president of the
2828 3 senate who agrees to participate in the task force.

3030 5 (b) The task force shall:

3232 7 (i) Develop preliminary specifications, plans
3333 8 and features for the monument to America in recognition of
3434 9 the upcoming two hundred and fifty (250) year anniversary
3535 10 of the signing of the Declaration of Independence. The
3636 11 monument to America shall be similar in size and scope to
3737 12 the Mount Rushmore national monument and shall feature
3838 13 important historical American figures as recommended by the
3939 14 task force including native American leaders. The
4040 15 historical figures proposed for the monument shall include
4141 16 important historical figures from the eighteenth,
4242 17 nineteenth and twentieth centuries;

4444 19 (ii) Determine a location for the monument to
4545 20 America, with the objective of locating the monument on
4646 21 school trust lands for the long‑term benefit of the common
4747 22 school account within the permanent land fund;

4949 2 location and administrative structure of the monument to
5050 3 America to the governor, the joint appropriations committee
5151 4 and the joint travel, recreation, wildlife and cultural
5252 5 resources interim committee not later than July 4, 2026.

5454 7 (c) The active legislative members of the task force
5555 8 shall receive compensation, per diem and travel expenses in
5656 9 the manner and amount prescribed by W.S. 28-5-101. Task
5757 10 force members who are not active legislators and are not
5858 11 state employees shall receive the compensation, per diem
5959 12 and mileage paid to members of the Wyoming legislature
6060 13 under W.S. 28-5-101.

6262 15 (d) The task force shall be staffed by the department
6363 16 of state parks and cultural resources. The department of
6464 17 tourism and the state geologist shall provide assistance to
6565 18 the task force at the request of the task force.

6767 20 (e) The task force shall terminate June 30, 2027.

7070 23 2025STATE OF WYOMING25LSO-01944HB01061 (a) There is appropriated forty thousand dollars
7171 2 ($40,000.00) from the general fund to the governor's office
7272 3 to pay compensation, mileage and per diem for
7373 4 nonlegislative members of the task force. This
7474 5 appropriation shall be for the period beginning with the
7575 6 effective date of this act and ending June 30, 2027. This
7676 7 appropriation shall not be transferred or expended for any
7777 8 other purpose and any unexpended, unobligated funds
7878 9 remaining from this appropriation shall revert as provided
7979 10 by law on June 30, 2027.

8181 12 (b) There is appropriated forty thousand dollars
8282 13 ($40,000.00) from the general fund to the legislative
8383 14 service office to pay for salary, mileage and per diem of
8484 15 active legislative members appointed to the task force.
8585 16 This appropriation shall be for the period beginning with
8686 17 the effective date of this act and ending June 30, 2027.
8787 18 This appropriation shall not be transferred or expended for
8888 19 any other purpose and any unexpended, unobligated funds
8989 20 remaining from this appropriation shall revert as provided
9090 21 by law on June 30, 2027.

9292 2 completion of all acts necessary for a bill to become law
9393 3 as provided by Article 4, Section 8 of the Wyoming
9494 4 Constitution.
