Sponsored by: Representative(s) Harshman, Byron and Sherwood and Senator(s) Anderson, Brennan and Landen A BILL for 1 AN ACT relating to the administration of government; 2 creating the monument to America development and oversight 3 task force; providing duties of the task force; requiring a 4 report; providing appropriations; and providing for an 5 effective date. 6 7 8 9. 10 11 (a) There is created the monument to America 12 development and oversight task force to consist of the 13 governor or the governor's designee, the tribal liaisons 14 appointed by the governor under W.S. 9-1-221, the speaker 15 of the house of representatives, the president of the 2025STATE OF WYOMING25LSO-01942HB0106 1 senate and any living former governor, former speaker of 2 the house of representatives or former president of the 3 senate who agrees to participate in the task force. 4 5 (b) The task force shall: 6 7 (i) Develop preliminary specifications, plans 8 and features for the monument to America in recognition of 9 the upcoming two hundred and fifty (250) year anniversary 10 of the signing of the Declaration of Independence. The 11 monument to America shall be similar in size and scope to 12 the Mount Rushmore national monument and shall feature 13 important historical American figures as recommended by the 14 task force including native American leaders. The 15 historical figures proposed for the monument shall include 16 important historical figures from the eighteenth, 17 nineteenth and twentieth centuries; 18 19 (ii) Determine a location for the monument to 20 America, with the objective of locating the monument on 21 school trust lands for the long‑term benefit of the common 22 school account within the permanent land fund; 23 2025STATE OF WYOMING25LSO-01943HB01061 (iii) Make recommendations for the development, 2 location and administrative structure of the monument to 3 America to the governor, the joint appropriations committee 4 and the joint travel, recreation, wildlife and cultural 5 resources interim committee not later than July 4, 2026. 6 7 (c) The active legislative members of the task force 8 shall receive compensation, per diem and travel expenses in 9 the manner and amount prescribed by W.S. 28-5-101. Task 10 force members who are not active legislators and are not 11 state employees shall receive the compensation, per diem 12 and mileage paid to members of the Wyoming legislature 13 under W.S. 28-5-101. 14 15 (d) The task force shall be staffed by the department 16 of state parks and cultural resources. The department of 17 tourism and the state geologist shall provide assistance to 18 the task force at the request of the task force. 19 20 (e) The task force shall terminate June 30, 2027. 21 22 23 2025STATE OF WYOMING25LSO-01944HB01061 (a) There is appropriated forty thousand dollars 2 ($40,000.00) from the general fund to the governor's office 3 to pay compensation, mileage and per diem for 4 nonlegislative members of the task force. This 5 appropriation shall be for the period beginning with the 6 effective date of this act and ending June 30, 2027. This 7 appropriation shall not be transferred or expended for any 8 other purpose and any unexpended, unobligated funds 9 remaining from this appropriation shall revert as provided 10 by law on June 30, 2027. 11 12 (b) There is appropriated forty thousand dollars 13 ($40,000.00) from the general fund to the legislative 14 service office to pay for salary, mileage and per diem of 15 active legislative members appointed to the task force. 16 This appropriation shall be for the period beginning with 17 the effective date of this act and ending June 30, 2027. 18 This appropriation shall not be transferred or expended for 19 any other purpose and any unexpended, unobligated funds 20 remaining from this appropriation shall revert as provided 21 by law on June 30, 2027. 22 2025STATE OF WYOMING25LSO-01945HB01061.
