Predator management district appointments and terms.

A BILL
for
1 AN ACT relating to predator management districts; amending 
2 predator management advisory board director term periods; 
3 requiring sportsman and hunter directors to have held a 
4 valid fishing or hunting license within the previous 
5 twenty-four months; removing staggered term limits for 
6 sportsmen and hunter directors; and providing for an 
7 effective date.

11.  W.S. 11-6-202(a)(i), (ii), (iv) and (v) is 
12 amended to read:

2 (a)  The affairs of each district shall be 
3 administered by a board of directors, each of whom shall be 
4 a bona fide resident of Wyoming. Directors for the 
5 positions identified in paragraphs (i) and (ii) of this 
6 subsection shall be elected at an annual meeting of 
7 district livestock owners. Directors for the positions 
8 identified in paragraphs (iv) and (v) of this subsection 
9 shall be appointed as described. The composition of the 
10 board shall be as follows:

12 (i)  Three (3) directors shall be sheep owners 
13 having paid predator management fees on sheep in the 
14 district in the year preceding election. At each subsequent 
15 annual district meeting one (1) director shall be elected 
16 for a three (3) year term, and no director shall serve more 
17. Subject to the provisions of W.S. 
18 11-6-203(a), all sheep owners whether an individual, 
19 corporation or partnership, having paid predator management 
20 fees on sheep in the district regardless of the domicile of 
21 the sheep, are entitled to one (1) vote at the meeting;
22 2025STATE OF WYOMING25LSO-05573HB01511 (ii)  Three (3) directors shall be cattle owners 
2 having paid predator management fees on cattle in the 
3 district in the year preceding election. At each subsequent 
4 annual district meeting one (1) director shall be elected 
5 for a three (3) year term
6. Subject to the provisions of W.S. 
7 11-6-203(a), all cattle owners whether an individual, 
8 corporation or partnership, having paid predator management 
9 fees on cattle in the district regardless of the domicile 
10 of the cattle, are entitled to one (1) vote at the meeting;
11
12 (iv)  The board of county commissioners shall 
13 appoint  to serve for an 
14 initial term of two (2) years and thereafter for three (3) 
15 year terms from electors in the county not engaged in 
16 raising sheep or cattle. No 
17 serve for a 
18 years;

20 (v)  If the board of directors determines state 
21 funds are necessary for an effective predator management 
22 program to assure the statutory requirements provided in 
23 W.S. 11-6-205 are fulfilled and state funds are  2025STATE OF WYOMING25LSO-05574HB0151
1 appropriated and received for that purpose, then three (3) 
2 directors representing sportsmen and hunters from the 
3 district shall be appointed to the board of directors by 
4 the county commissioners serving the local district.  
5 Sportsmen and hunter representatives shall be bona fide 
6 residents of the district not engaged in raising sheep or 
7 cattle and shall hold or have held a valid Wyoming fishing 
8 or hunting license within the preceding 
9 month period. County commissioners, to 
10 the greatest extent practical, shall select sportsmen and 
11 hunter representatives to ensure representation from as 
12 broad a geographic distribution of the district as 
13 possible.  The

15 board under this paragraph shall serve 
16 of 
17 (2) years and  shall serve  
18 of three (3) years.
