A BILL
for
1 AN ACT relating to state funded capital construction; providing
2 definitions; providing appropriations for purposes and positions
3 related to state funded capital construction; making
4 appropriations subject to terms and conditions as specified;
5 providing for transfers; and providing for an effective date.

11 (a) As used in this act:

13 (i) "Appropriation" means the authorizations granted by
14 the legislature under this act to make expenditures from and to
15 incur obligations against the general fund and other funds as

2 (ii) "FF" means federal funds;

4 (iii) "PR" means private funding sources;
5
6 (iv) "SR" means an agency's account within the special
7 revenue fund;
8
9 (v) "S0" means other funds identified by footnote;
10
11 (vi) "S13" means the strategic investments and projects
12 account.

14 (b) Appropriations for projects in this act remain in effect
15 until the project is completed, unless otherwise provided. The
16 amounts appropriated for projects under this act shall be expended
17 only on the projects specified and any unexpended, unobligated
18 funds remaining upon completion of a project shall revert to the
19 accounts from which they were appropriated, unless otherwise
20 provided. The amounts appropriated in this act are intended to
21 provide a maximum amount for each project from any source
22 excluding contingency funding and shall not be construed to be an

2 (c) When used in a footnote in this act, "this
3 appropriation" shall be construed as a reference to that portion
4 of the appropriated funds identified in the footnote.

19 The state auditor shall transfer one hundred
20 fifteen million dollars ($115,000,000.00) from the legislative
21 stabilization reserve account to the strategic investments and

4. This act is effective immediately upon completion
5 of all acts necessary for a bill to become law as provided by
6 Article 4, Section 8 of the Wyoming Constitution.
