2525 2 association" means any incorporated or unincorporated
2626 3 association that is owned by or whose members consist
2727 4 primarily of the owners of property governed by an
2828 5 enforceable legal document through which the owners, or the
2929 6 board of directors or similar governing body, manage or
3030 7 regulate a residential subdivision, planned unit
3131 8 development, condominium or townhouse development,
3232 9 cooperative, mobile home association, nonprofit land trust
3333 10 or similar planned residential development.

3535 12 (b) Except as otherwise provided by this section, no
3636 13 homeowners' association shall prohibit the indoor or
3737 14 outdoor display of a campaign sign, including any flag,
3838 15 advertising a candidate for nomination or election to
3939 16 public office or a clearly identified ballot proposition
4040 17 for an election.

4242 19 (c) Nothing in this section shall prohibit a
4343 20 homeowners' association from establishing regulations that
4444 21 are in accordance with the homeowners' association's bylaws
4545 22 or other governing document for campaign signs that:

4747 2 be ground-mounted or attached to a fence on the homeowners'
4848 3 association member's property;

5050 5 (ii) Limit a property owner to displaying not
5151 6 more than one (1) sign for each candidate or ballot
5252 7 proposition;

5454 9 (iii) Are displayed earlier than ninety (90)
5555 10 days before the date of the primary election;

5757 12 (iv) Are displayed later than thirty (30) days
5858 13 after the date of the general election;

6060 15 (v) Are attached in any way to plant material, a
6161 16 traffic control device, a light, a trailer or a vehicle;

6363 18 (vi) Include the painting of architectural
6464 19 surfaces;

7979 13 a campaign sign in accordance with the association's bylaws
