1616 6 United Nations at its inception in 1945; and

1818 8 WHEREAS, on October 25, 1971, the United Nations General
1919 9 Assembly adopted Resolution 2758, which recognizes the
2020 10 government of the People's Republic of China as the
2121 11 representative of the member state "China" in the United
2222 12 Nations; and

2424 14 WHEREAS, the People's Republic of China frequently conflates

2828 1 "One China Principle," which is a policy that is held by the
2929 2 Chinese Communist Party alleging that the People's Republic
3030 3 of China is the only sovereign nation using the name "China"
3131 4 and that Taiwan is an inalienable part of "China"; and

3333 6 WHEREAS, officials from the People's Republic of China
3434 7 misrepresent the United Nations General Assembly Resolution
3535 8 2758 by claiming the adoption of the resolution implies
3636 9 acceptance of the "One China Principle" and the People's
3737 10 Republic of China's assertion that it claims Taiwan despite
3838 11 the fact that the United Nations General Assembly Resolution
3939 12 2758 does not and was never meant to represent an
4040 13 international consensus regarding Taiwan and whether Taiwan
4141 14 is or is not part of the People's Republic of China; and

4343 16 WHEREAS, the People's Republic of China's misleadingly claims
4444 17 that countries with a "One China Principle" have accepted and
4545 18 abide by the People's Republic of China's "One China
4646 19 Principle"; and

4848 21 WHEREAS, the People's Republic of China has misused the United
4949 22 Nations General Assembly Resolution 2758 to influence and

5353 1 diplomatic recognition from Taiwan to the People's Republic

5656 4 WHEREAS, the "One China Policy" of the United States
5757 5 acknowledges the People's Republic of China's "One China
5858 6 Principle," but affirms that: (1) the United States does not
5959 7 take a position on Taiwan's status and (2) this issue should
6060 8 be resolved peacefully by the people on both sides of the
6161 9 Taiwan Strait; and

6363 11 WHEREAS, in 1982, during the administration of President
6464 12 Ronald Reagan, the United States conveyed six (6) assurances
6565 13 to Taiwan's President Chiang Ching-kuo, including that the
6666 14 United States has not changed its stance of Taiwan's
6767 15 sovereignty, and each subsequent United States presidential
6868 16 administration has reaffirmed these six (6) assurances; and

7070 18 WHEREAS, the People's Republic of China has weaponized the
7171 19 United Nations General Assembly Resolution 2758 and the "One
7272 20 China Principle" to isolate Taiwan and to prevent its
7373 21 meaningful participation at the United Nations, United
7474 22 Nations affiliated agencies and other international

7878 1 Civil Aviation Organization, Interpol and the World Health

8181 4 WHEREAS, in 2022, Robert O'Brien, former United States
8282 5 National Security Advisor, stated that the People's Republic
8383 6 of China manipulates the United Nations General Assembly
8484 7 Resolution 2758 to make false claims regarding Taiwan's
8585 8 status in order "to undermine the international order and the
8686 9 international system"; and

8888 11 WHEREAS, in August 2023, the Central American Parliament
8989 12 expelled Taiwan, after more than twenty (20) years as a
9090 13 permanent observer, from holding such status at its sessions
9191 14 and falsely claimed that the United Nations General Assembly
9292 15 Resolution 2758 deemed Taiwan a "province of mainland China,
9393 16 which disqualifies it from participating as an independent
9494 17 country"; and

9696 19 WHEREAS, the United Nations General Assembly Resolution 2758
9797 20 did not endorse, is not equivalent to and does not reflect
9898 21 the "One China Principle" which is a term that refers to the
9999 22 People's Republic of China's own position on Taiwan; and

116116 14 Nations for greater inclusion in the United Nations in
117117 15 September 2024, arguing the themes of leaving no one behind,

122122 20 the United Nations General Assembly Resolution 2758 has
123123 21 consistently left behind Taiwan's twenty-three million five
124124 22 hundred thousand (23,500,000) people since 1971; and

129129 2 sent a letter including in October 2024 to state officials,
130130 3 city mayors and fortune five hundred (500) chief executive
131131 4 officers urging them to deepen their relationship with Taiwan
132132 5 in areas of trade, education, investment and tourism; and

134134 7 WHEREAS, the People's Republic of China's weaponization of
135135 8 the United Nations General Assembly Resolution 2758 includes
136136 9 threats to Taipei that if Taiwan does not clarify that it is
137137 10 a United Nations member state then Beijing might overturn the
138138 11 status quo; and

140140 13 WHEREAS, allies of the United States, including but not
141141 14 limited to Australia, Canada, the Netherlands and the United
142142 15 Kingdom have rejected the People's Republic of China's
143143 16 attempt to distort the United Nations General Assembly
144144 17 Resolution 2758 to exclude Taiwan from participation at the
145145 18 United Nations.
