China-misuse of United Nations resolution.

A JOINT RESOLUTION
for
1 A JOINT RESOLUTIONopposing the People's Republic of China's 
2 misuse of the United Nations General Assembly Resolution 
3 2758.  
4
5 WHEREAS, Taiwan was one of the original member states of the 
6 United Nations at its inception in 1945; and
7
8 WHEREAS, on October 25, 1971, the United Nations General 
9 Assembly adopted Resolution 2758, which recognizes the 
10 government of the People's Republic of China as the 
11 representative of the member state "China" in the United 
12 Nations; and 
13
14 WHEREAS, the People's Republic of China frequently conflates 
15 the United Nations General Assembly Resolution 2758 with its  2025STATE OF WYOMING25LSO-0650

1 "One China Principle," which is a policy that is held by the 
2 Chinese Communist Party alleging that the People's Republic 
3 of China is the only sovereign nation using the name "China" 
4 and that Taiwan is an inalienable part of "China"; and
5
6 WHEREAS, officials from the People's Republic of China 
7 misrepresent the United Nations General Assembly Resolution 
8 2758 by claiming the adoption of the resolution implies 
9 acceptance of the "One China Principle" and the People's 
10 Republic of China's assertion that it claims Taiwan despite 
11 the fact that the United Nations General Assembly Resolution 
12 2758 does not and was never meant to represent an 
13 international consensus regarding Taiwan and whether Taiwan 
14 is or is not part of the People's Republic of China; and 
15
16 WHEREAS, the People's Republic of China's misleadingly claims 
17 that countries with a "One China Principle" have accepted and 
18 abide by the People's Republic of China's "One China 
19 Principle"; and 
20
21 WHEREAS, the People's Republic of China has misused the United 
22 Nations General Assembly Resolution 2758 to influence and 
23 coerce ten (10) countries since 2016 to change their  2025STATE OF WYOMING25LSO-0650

1 diplomatic recognition from Taiwan to the People's Republic 
2 of China; and 
3
4 WHEREAS, the "One China Policy" of the United States 
5 acknowledges the People's Republic of China's "One China 
6 Principle," but affirms that: (1) the United States does not 
7 take a position on Taiwan's status and (2) this issue should 
8 be resolved peacefully by the people on both sides of the 
9 Taiwan Strait; and
10
11 WHEREAS, in 1982, during the administration of President 
12 Ronald Reagan, the United States conveyed six (6) assurances 
13 to Taiwan's President Chiang Ching-kuo, including that the 
14 United States has not changed its stance of Taiwan's 
15 sovereignty, and each subsequent United States presidential 
16 administration has reaffirmed these six (6) assurances; and
17
18 WHEREAS, the People's Republic of China has weaponized the 
19 United Nations General Assembly Resolution 2758 and the "One 
20 China Principle" to isolate Taiwan and to prevent its 
21 meaningful participation at the United Nations, United 
22 Nations affiliated agencies and other international 
23 organizations, including but not limited to the International  2025STATE OF WYOMING25LSO-0650

1 Civil Aviation Organization, Interpol and the World Health 
2 Organization; and

4 WHEREAS, in 2022, Robert O'Brien, former United States 
5 National Security Advisor, stated that the People's Republic 
6 of China manipulates the United Nations General Assembly 
7 Resolution 2758 to make false claims regarding Taiwan's 
8 status in order "to undermine the international order and the 
9 international system"; and
10
11 WHEREAS, in August 2023, the Central American Parliament 
12 expelled Taiwan, after more than twenty (20) years as a 
13 permanent observer, from holding such status at its sessions 
14 and falsely claimed that the United Nations General Assembly 
15 Resolution 2758 deemed Taiwan a "province of mainland China, 
16 which disqualifies it from participating as an independent 
17 country"; and

19 WHEREAS, the United Nations General Assembly Resolution 2758 
20 did not endorse, is not equivalent to and does not reflect 
21 the "One China Principle" which is a term that refers to the 
22 People's Republic of China's own position on Taiwan; and

1 WHEREAS, the United Nations General Assembly Resolution 2758 
2 has no bearing on the sovereign choices of countries with 
3 respect to their relationships with Taiwan; and
4
5 WHEREAS, the United Nations General Assembly Resolution 2758 
6 does not constitute a United Nations institutional position 
7 on the ultimate political status of Taiwan; and
8
9 WHEREAS, the United Nations General Assembly Resolution 2758 
10 does not preclude Taiwan's meaningful participation in the 
11 United Nations system and other multilateral fora; and
12
13 WHEREAS, the government of Taiwan has appealed to the United 
14 Nations for greater inclusion in the United Nations in 
15 September 2024, arguing the themes of leaving no one behind, 
16 acting together for the advancement of peace, sustainable 
17 development and human dignity for the present and future; and
18
19 WHEREAS, the People's Republic of China's weaponization of 
20 the United Nations General Assembly Resolution 2758 has 
21 consistently left behind Taiwan's twenty-three million five 
22 hundred thousand (23,500,000) people since 1971; and

1 WHEREAS, the United States Department of State has previously 
2 sent a letter including in October 2024 to state officials, 
3 city mayors and fortune five hundred (500) chief executive 
4 officers urging them to deepen their relationship with Taiwan 
5 in areas of trade, education, investment and tourism; and
6
7 WHEREAS, the People's Republic of China's weaponization of 
8 the United Nations General Assembly Resolution 2758 includes 
9 threats to Taipei that if Taiwan does not clarify that it is 
10 a United Nations member state then Beijing might overturn the 
11 status quo; and 
12
13 WHEREAS, allies of the United States, including but not 
14 limited to Australia, Canada, the Netherlands and the United 
15 Kingdom have rejected the People's Republic of China's 
16 attempt to distort the United Nations General Assembly 
17 Resolution 2758 to exclude Taiwan from participation at the 
18 United Nations.

1That the Wyoming Legislature urges the 
2 United Nations to oppose the People's Republic of China's 
3 misuse of the United Nations General Assembly Resolution 
4 2758. 
5
6That the Wyoming Legislature requests the 
7 United Nations ceases using the United Nations General 
8 Assembly Resolution 2758 to deny Taiwan's participation in 
9 the United Nations and its institutions.
10
11That Wyoming reaffirms the longstanding "One 
12 China Policy" of the United States and does not recognize the 
13 People's Republic of China's claim of control over Taiwan and 
14 its outlying islands. 
15
16That Wyoming reaffirms the interest of the 
17 United States in a peaceful resolution of cross Strait issues 
18 involving the People's Republic of China and Taiwan.
19
20That Wyoming will not exert pressure on 
21 Taiwan to enter into negotiations with the People's Republic 
22 of China.

1That Wyoming emphasizes that the United 
2 Nations General Assembly Resolution 2758 is not equivalent to 
3 and does not endorse or reflect the People's Republic of 
4 China's "One China Principle."

6That Wyoming emphasizes that the United 
7 Nations General Assembly Resolution 2758 does not take a 
8 position on Taiwan's ultimate political status, as explicitly 
9 recognized by the leaders of the People's Republic of China, 
10 and does not represent a United Nations consensus on Taiwan's 
11 status.

13That Wyoming opposes the People's Republic 
14 of China's distortion of the United Nations General Assembly 
15 Resolution 2758, which is wrongfully conflated with the 
16 People's Republic of China's "One China Principle." 
17
18That Wyoming supports Taiwan's diplomatic 
19 allies in continuing official relationships with Taiwan and 
20 other nations across the world in strengthening their 
21 partnerships with Taiwan.

1That Wyoming supports the efforts of other 
2 countries to differentiate between their policies and the 
3 People's Republic of China's "One China Principle" to counter 
4 the People's Republic of China's propaganda about 
5 international views of Taiwan.

7That Wyoming reiterates its support for 
8 Taiwan's membership in international organizations where 
9 statehood is not a requirement for membership and encourages 
10 participation for Taiwan in international organizations where 
11 statehood is required and currently not possible.

14 government to work with partners to counter the People's 
15 Republic of China's false narrative about the United Nations 
16 General Assembly Resolution 2758.

1 That the Secretary of State of Wyoming 
2 transmit copies of this resolution to the President of the 
3 United States, to the President of the Senate and Speaker of 
4 the House of Representatives of the United States Congress, 
5 to Wyoming's Congressional Delegation, to the President of 
6 the United Nations General Assembly and to Taiwan's 
7 President.
