7-AN ACT relating to motor vehicles; specifying requirements
8-for driver's licenses and identification cards issued to a
9-person who is not a United States citizen but who has
10-lawful alien status as recognized by federal law;
11-specifying applicability; requiring rulemaking; and
12-providing for effective dates.
13-Be It Enacted by the Legislature of the State of Wyoming:
14-Section 1. W.S. 31-7-115(a) by creating a new
15-paragraph (iv) and 31-8-102 by creating a new subsection
16-(b) are amended to read:
17-31-7-115. Issuance, description and contents.
18-(a) Upon the satisfactory completion of any required
19-examination, the division shall issue to every qualifying
20-applicant a driver's license, and:
21-(iv) The license issued to a person who is not a
22-United States citizen but who has lawful status as defined
23-by title 6, section 37.3 of the Code of Federal Regulations
24-shall state "Not U.S. citizen".

26-(b) Identification cards issued to a person who is
27-not a United States citizen but who has lawful status as
28-defined by title 6, section 37.3 of the Code of Federal
29-Regulations shall state "Not U.S. citizen".
30-Section 2. This act shall apply to licenses and

44-(a) Except as provided in subsection (b) of this
45-section, this act is effective January 1, 2026.
46-(b) Sections 3 and 4 of this act are effective
47-immediately upon completion of all acts necessary for a
48-bill to become law as provided by Article 4, Section 8 of
49-the Wyoming Constitution.
