23	23	13 (a) For school year 2025-2026 through school year
24	24	14 2027-2028, a school district may apply to the state
25	25	15 department of education for state assistance, train and 2025STATE OF WYOMING25LSO-06772SF0123
26	26	1 educate volunteers and faculty, pay wages for faculty and
27	27	2 purchase equipment for a crossing guard program for schools
28	28	3 located within the school district. Amounts awarded under
29	29	4 this section shall be in addition to and shall not be
30	30	5 considered in determining the school foundation program
31	31	6 amount under the education resource block grant model
32	32	7 pursuant to W.S. 21-13-309.

34	34	9 (b) A grant awarded under this section shall be for a
35	35	10 period of one (1) year and shall not exceed ten thousand
36	36	11 dollars ($10,000.00) per school per year. Applications by
37	37	12 school districts for a grant under this section shall be
38	38	13 submitted on a form and in a manner specified by rule of
39	39	14 the department of education, shall be filed with the
40	40	15 department of education on or before June 30 each year to
41	41	16 secure a grant during the immediately succeeding school
42	42	17 year and shall at a minimum include:

44	44	19 (i) A proposal documenting the need for crossing
45	45	20 guards and a plan for expenditure of grant amounts. The
46	46	21 proposal shall identify at minimum the following:

48	48	2 where volunteers and school district employees will act as
49	49	3 crossing guards if awarded funding under the grant program;

51	51	5 (B) The number of hours and the number of
52	52	6 volunteers and school district employees that will act as
53	53	7 crossing guards if awarded funding under the grant program;

55	55	9 (C) The training and education requirements
56	56	10 for volunteers and school district employees acting as a
57	57	11 crossing guards if awarded under funding under the grant
58	58	12 program;

60	60	14 (D) Equipment, with itemized prices for
61	61	15 each piece of equipment, to be funded by the grant.

63	63	17 (ii) Other necessary information required by the
64	64	18 department of education.

66	66	20 (c) Not later than August 1 of each applicable school
67	67	21 year and following review of applications submitted under
68	68	22 this section, the department of education shall notify
69	69	23 applicant school districts of its decision to award or deny 2025STATE OF WYOMING25LSO-06774SF0123
70	70	1 a grant application and shall provide each applicant
71	71	2 district a written statement of the reasons for approving
72	72	3 or denying the application. The department of education may
73	73	4 approve or deny an application in whole or in part and may
74	74	5 award funds for specific schools within a school district,
75	75	6 while denying funds for others. If an application is
76	76	7 approved, the department shall award the grant from amounts
77	77	8 made available by legislative appropriation from the public
78	78	9 school foundation program account for purposes of this
79	79	10 section.

81	81	12 (d) Each school district receiving a grant under this
82	82	13 section shall report to the department of education the
83	83	14 expenditure of amounts awarded under this section and shall
84	84	15 provide other information as required by rule of the
85	85	16 department of education.

87	87	18 (e) Not later than August 1 of each applicable school
88	88	19 year, the department of education shall report to the joint
89	89	20 education interim committee on the expenditure of grant
90	90	21 awards.

92	92	2 the department of transportation, shall promulgate rules
93	93	3 necessary to carry out this section. The rules shall, at
94	94	4 minimum, identify training and education requirements for
95	95	5 volunteers and school district employees acting as crossing
96	96	6 guards and funded by the crossing guard grant program
97	97	7 created by this section.

99	99	9 (g) This section is repealed effective July 1, 2028.

101	101	11. There is appropriated four million nine
102	102	12 hundred fifty thousand dollars ($4,950,000.00) from the
103	103	13 public school foundation program account to the department
104	104	14 of education‑school finance for the grant program created by
105	105	15 section 1 of this act. Not more than one million six
106	106	16 hundred fifty thousand dollars ($1,650,000.00) shall be
107	107	17 expended each school year. This appropriation shall be for
108	108	18 the period beginning July 1, 2025 and ending June 30, 2028.
109	109	19 This appropriation shall not be transferred or expended for
110	110	20 any other purpose and any unexpended, unobligated funds
111	111	21 remaining from this appropriation shall revert as provided
112	112	22 by law on June 30, 2028. It is the intent of the
113	113	23 legislature that this appropriation not be included in the 2025STATE OF WYOMING25LSO-06776SF0123
114	114	1 standard budget for the department of education for the
115	115	2 immediately succeeding fiscal biennium.

117	117	4. This act is effective immediately upon
118	118	5 completion of all acts necessary for a bill to become law
119	119	6 as provided by Article 4, Section 8 of the Wyoming
120	120	7 Constitution.
