1111 1 AN ACT relating to school finance; creating a competitive
1212 2 grant program for crossing guards for K-12 public schools;
1313 3 providing an appropriation; requiring reporting; requiring
1414 4 rulemaking; and providing for an effective date.

2323 13 (a) For school year 2025-2026 through school year
2424 14 2027-2028, a school district may apply to the state
2525 15 department of education for state assistance, train and 2025STATE OF WYOMING25LSO-06772SF0123
2626 1 educate volunteers and faculty, pay wages for faculty and
2727 2 purchase equipment for a crossing guard program for schools
2828 3 located within the school district. Amounts awarded under
2929 4 this section shall be in addition to and shall not be
3030 5 considered in determining the school foundation program
3131 6 amount under the education resource block grant model
3232 7 pursuant to W.S. 21-13-309.

3434 9 (b) A grant awarded under this section shall be for a
3535 10 period of one (1) year and shall not exceed ten thousand
3636 11 dollars ($10,000.00) per school per year. Applications by
3737 12 school districts for a grant under this section shall be
3838 13 submitted on a form and in a manner specified by rule of
3939 14 the department of education, shall be filed with the
4040 15 department of education on or before June 30 each year to
4141 16 secure a grant during the immediately succeeding school
4242 17 year and shall at a minimum include:

4444 19 (i) A proposal documenting the need for crossing
4545 20 guards and a plan for expenditure of grant amounts. The
4646 21 proposal shall identify at minimum the following:

4848 2 where volunteers and school district employees will act as
4949 3 crossing guards if awarded funding under the grant program;

5151 5 (B) The number of hours and the number of
5252 6 volunteers and school district employees that will act as
5353 7 crossing guards if awarded funding under the grant program;

5555 9 (C) The training and education requirements
5656 10 for volunteers and school district employees acting as a
5757 11 crossing guards if awarded under funding under the grant
5858 12 program;

6060 14 (D) Equipment, with itemized prices for
6161 15 each piece of equipment, to be funded by the grant.

6363 17 (ii) Other necessary information required by the
6464 18 department of education.

6666 20 (c) Not later than August 1 of each applicable school
6767 21 year and following review of applications submitted under
6868 22 this section, the department of education shall notify
6969 23 applicant school districts of its decision to award or deny 2025STATE OF WYOMING25LSO-06774SF0123
7070 1 a grant application and shall provide each applicant
7171 2 district a written statement of the reasons for approving
7272 3 or denying the application. The department of education may
7373 4 approve or deny an application in whole or in part and may
7474 5 award funds for specific schools within a school district,
7575 6 while denying funds for others. If an application is
7676 7 approved, the department shall award the grant from amounts
7777 8 made available by legislative appropriation from the public
7878 9 school foundation program account for purposes of this
7979 10 section.

8181 12 (d) Each school district receiving a grant under this
8282 13 section shall report to the department of education the
8383 14 expenditure of amounts awarded under this section and shall
8484 15 provide other information as required by rule of the
8585 16 department of education.

8787 18 (e) Not later than August 1 of each applicable school
8888 19 year, the department of education shall report to the joint
8989 20 education interim committee on the expenditure of grant
9090 21 awards.
9191 22 2025STATE OF WYOMING25LSO-06775SF01231 (f) The department of education, in consultation with
9292 2 the department of transportation, shall promulgate rules
9393 3 necessary to carry out this section. The rules shall, at
9494 4 minimum, identify training and education requirements for
9595 5 volunteers and school district employees acting as crossing
9696 6 guards and funded by the crossing guard grant program
9797 7 created by this section.

9999 9 (g) This section is repealed effective July 1, 2028.

101101 11. There is appropriated four million nine
102102 12 hundred fifty thousand dollars ($4,950,000.00) from the
103103 13 public school foundation program account to the department
104104 14 of education‑school finance for the grant program created by
105105 15 section 1 of this act. Not more than one million six
106106 16 hundred fifty thousand dollars ($1,650,000.00) shall be
107107 17 expended each school year. This appropriation shall be for
108108 18 the period beginning July 1, 2025 and ending June 30, 2028.
109109 19 This appropriation shall not be transferred or expended for
110110 20 any other purpose and any unexpended, unobligated funds
111111 21 remaining from this appropriation shall revert as provided
112112 22 by law on June 30, 2028. It is the intent of the
113113 23 legislature that this appropriation not be included in the 2025STATE OF WYOMING25LSO-06776SF0123
114114 1 standard budget for the department of education for the
115115 2 immediately succeeding fiscal biennium.

117117 4. This act is effective immediately upon
118118 5 completion of all acts necessary for a bill to become law
119119 6 as provided by Article 4, Section 8 of the Wyoming
120120 7 Constitution.
